As per section 1.4.2 (iii) of the Directive on Access to Information: "For Projects approved by Bank management where the Board of Directors has delegated the approval authority, the PSD shall be disclosed at the start of the relevant no-objection notification period to a member country of the Bank in accordance with Article 13 (iii) of the Agreement Establishing the EBRD."

Project Description

The EBRD is considering financing the Municipality of Medias for a street rehabilitation programme. The Project entails 1) the rehabilitation of urban road infrastructure in small segments within the urban core area of the City; and 2) the combined rehabilitation and on-going maintenance of the local street network in the nearby Ighişul Nou Village, to be tendered together with Performance Based Management and Maintenance of Roads (“PMMR”) contracting.

Transition Impact

The project is expected to produce cost reduction and efficiency benefits through the introduction of performance-based contracting in the urban road sector based on PMMR.

The Client

Mediaş is the second largest city in Sibiu County and encompasses a population of over 55,000.

EBRD Finance

A loan of up to € 8 million equivalent.

Up to € 11 million equivalent.

Environmental Impact

The project has been categorised B in accordance with EBRD's 2008 Environmental and Social Policy. The priority investments into the rehabilitation of the urban road infrastructure are expected to provide environmental, health and safety benefits related to the reduction of air emissions, dust and noise, and improvements to road and pedestrian safety in the City of Medias.

The due diligence is currently on-going. It includes a corporate review of the Client's corporate environmental, health and safety and social management capabilities and procedures in relation to its own workforce and construction contractors, and an analysis of the environmental and social impacts and benefits of the proposed priority investment programme to establish the level of project's compliance with EBRD's Performance Requirements (PRs). An Environmental and Social Action Plan (ESAP) will be prepared and agreed with the Company to address any environmental and social issues identified during the due diligence to achieve and maintain compliance with the Bank's PRs within a reasonable time-frame. The Client will also develop a Stakeholder Engagement Plan, including a grievance mechanism.
This PSD will be updated when the results of due diligence are known.
