PIU Support Experts – selection of individual consultants
Background
The Government of the Republic of Armenia, with loan financing support from the European Bank for Reconstruction and Development (“EBRD” or the “Bank”) and the European Union’s Neighbourhood Investment Facility, is undertaking a major infrastructure and institutional improvement initiative to modernise customs operations and border management. Central to this effort are the Meghri Border Crossing Point Modernisation, Syunik Customs and Logistics Centre and Yerevan Customs and Logistics Centre (CLC) projects, all parts of a wider modernisation programme designed to improve safety and security of the border crossing process and facilitate local economic development, as well as enhance the efficiency, transparency, and environmental sustainability of customs clearance services.
Armenia’s State Revenue Committee (the “SRC” or the “Client”) is as an implementing agency for the Projects. A Project Implementation Unit (the “PIU”) embedded within the SRC holds overall responsibility for managing and implementing the Projects. The PIU is strengthened by access to in-house expertise across technical, financial, legal, and environmental disciplines, ensuring robust and timely delivery of each component.
To implement the expanding the modernisation programme efficiently, the Bank is providing additional financing to the SRC to engage 4 (four) individual experts (consultants) – PIU Support Experts – to enhance the capacity of the PIU by providing dedicated support to the PIU staff, ensuring compliance with EBRD policies and requirements, and helping to achieve the Projects’ objectives effectively and efficiently:
- Project Manager (full-time)
- Procurement Expert (full-time)
- Engineer (full-time)
- Environmental and Social Expert (part-time, up to 50% per month)
EBRD policies applicable to the Projects include, but not limited to:
• Procurement Policies and Rules (Rev. May 2022)
• Environmental and Social Policy (Rev. April 2019)
• Enforcement Policies and Procedures (Rev. October 2017)
Selection of PIS Support Experts is carried out in accordance with the EBRD Procurement Policies and Rules.
Remuneration/Salary:
Competitive, subject to negotiations. Applicants invited to the interviews may be required to provide evidence of rates/past salary(ries).
Eligibility:
This invitation is open for individuals from any country.
An applicant can apply to one position only.

Implementation Arrangements:
Contract Duration: 12 months, with possibility of one-year extension, subject to satisfactory performance. Upon agreement by SRC and the Bank, and subject to availability of funding, the Contract may be extended at the same fee rate.
Remuneration (to be paid in EUR): subject to negotiation with the highest-ranked applicant
Evaluation Criteria and Methodology
- The PIU will first review examine the Applications for completeness and screen the CVs for general relevance to the TOR.
- Shortlisted CVs will be scored applying the criteria specified in the Selection Document.
Interviews:
Only the applicants who scored the minimum score defined in the Evaluation Criteria and Methodology shall be invited for an interview. The Client reserves the right to limit interview invitations to the 5 (five) top ranked candidates for each position.
The Client shall invite the highest-ranked applicant to negotiate the contract. If negotiations are unsuccessful, the Client will proceed to negotiate with the next highest-ranked applicant, and so on, until an agreement is reached.

Applicants shall state ‘PIU Support Experts – [relevant position, e.g. E1 Project Manager]’ in the email subject line.
