Energy Market Surveillance System (REMIT) for Ukraine Project
GENERAL PROCUREMENT NOTICE
The European Bank for Reconstruction and Development (the “Bank” or “EBRD”) is supporting the National Energy and Utilities Regulatory Commission of Ukraine (“NEURC” or the “Client”) to develop a secured Data Collection System and Energy Market Surveillance Platform with associated components (the “Project”). This Project is financially supported by the EBRD – Ukraine Stabilisation and Sustainable Growth Multi-Donor Account, the donors of which are Austria, Denmark, Finland, France, Germany, Italy, Japan, Latvia, the Netherlands, Norway, Poland, Sweden, Slovenia, Switzerland, the United Kingdom, United States of America, and the European Union.
The Project will finance the development of the system, expected to be based on an off-the-shelf product with customisation to NEURC’s specific needs, and will include standard software license requiring support and maintenance. The development of a functional IT solution for monitoring energy market transparency and integrity (REMIT) is a critical objective both in domestic legislation and for EU alignment.
The system will be procured in accordance with the provisions of the EBRD Procurement Policies and Rules (the “PPR”, Rev. May 2022, https://www.ebrd.com/procurement/project-procurement/policies-guidelines.html) via EBRD Client E-Procurement Portal (ECEPP - Welcome to the EBRD Client e-Procurement Portal (ECEPP) - ECEPP).
As agreed with the Bank, the procurement process will consist of a prequalification, followed by a multi-stage open tendering procedure, as defined in the PPR. Only shortlisted companies will be invited to submit technical proposals.
It is recommended that interested companies shall familiarise themselves with the ECEPP and PPR, register in ECEPP, and monitor the portal for publication of the Invitation for Applications notice (Search Opportunities | ECEPP). The Client shall endeavour to share the list to the published Invitation for Applications with companies that will register their interest to this notice.
Interested companies shall register their interest by sending their company name (name, address, country of registration) and contact name/email to the Client’s address below. The Client will not respond to individual questions.
