1. Purpose of the Market Consultation
State Enterprise Radioactive Waste (SERAW), a state-owned company and the licensed decommissioning Operator of Kozloduy NPP Units 1–4, intends to procure services for the Emptying and Decontamination of the 2 off Mogilnik radioactive storage facilities in Kozloduy Reactor Buildings 1 and 2.
This market consultation is undertaken in accordance with the European Bank for Reconstruction and Development (EBRD) Procurement Policies and Rules. It aims to gather non-binding input from experienced market participants to inform the subsequent procurement strategy and tender documentation.
This consultation aims to:

  • Assess the availability and capacity of experienced contractors in the market to perform emptying and decontamination of the 2 off Mogilnik radioactive storage facilities.
  • Identify technical solutions for retrieval and packaging of the Mogilniks' contents, operate their facility, and deliver waste for disposal or storage, and integration with existing decommissioning activities.
  • Confirm the realistic lead times for mobilisation, execution, and completion of the works.
  • Collect feedback on contract packaging, risk allocation, and delivery models that could attract wider competition and deliver best value for money.Participation is open to all eligible firms, joint ventures, and consortia, in line with EBRD rules.

2. Scope of Work (Indicative)
The final scope will be defined during the procurement process. The current concept anticipates that the contractor will:

  • Develop all necessary design and technical documentation for methodology, work plan, processes and scope of each sequence of activities and work procedures (including licensing documentation according to Bulgarian legislation).
  • Supply all plant, equipment and labour resources necessary for implementing the removal of the waste from the Mogilniks, removal of mobile contamination, assay, weighing and packaging of wastes.
  • Segregate all wastes, including the nests themselves and any of the concrete structure to be removed by the contractor to free the nests, to ensure waste minimisation.
  • Execute all activities with due regard to safety, both industrial and radiological, and the principles of ALARA.

SERAW will provide access to available site utilities, training, radiological supervision (dose uptake measurements, whole-body counting, medical checks at the KNPP on-site medical centre, special clothing and shoes/personal protective equipment (PPE), etc., required by the site radiation management policy and rules), supervision with regard to safety and the observance of local rules and certain shared plant/equipment (subject to coordination with other decommissioning works). The suitable waste packages (containers), as per assayed dose rate and activity and subsequent removal, storage and transport of the filled waste packages will be also provided by SERAW.

3. Consultation Process

  • Interested parties must complete the attached Questionnaire and return it to dr-pmu@dprao.bg for the attention of Mrs. Galya Simeonova by 7 November 2025, 11:30 a.m. (London time).
  • All participants will receive the same non-confidential information; aggregated feedback will be anonymised.
  • Participation will not confer any competitive advantage in the subsequent tender.
