Highlights
The “High-Impact Partnership on Climate Action” (HIPCA) is the Bank’s first multi-donor partnership tackling climate change and environmental degradation across the Bank’s countries of operations. It provides a platform to support all of EBRD’s climate and environment initiatives in an efficient and strategic manner, combining the ability to design bespoke pipelines for individual donors, and harness the full synergies of the partnership.
The partnership works across numerous thematic areas, including:
- Energy systems
- Sustainable food systems
- Green financial systems
- Cities and environmental infrastructure
- Natural capital
- Climate adaptation and resilience
- Just transition
- Gender and economic inclusion
Since its launch at COP26, HIPCA has scaled rapidly, reaching approximately €445 million in donor commitments from 12 contributors and supporting a portfolio of 72 projects across 22 countries. By the close of 2025, HIPCA had approved more than €215 million in blended and concessional finance, mobilising around €8.2 billion in public and private co‑financing and is expected to deliver significant mitigation, adaptation and environmental benefits. In 2024 HIPCA launched two bespoke windows – Programmatic Approach to Clean Energy (PACE) and HIPCA Nature - to accelerate systemic impact in these areas. In 2025, HIPCA expanded this approach with a dedicated Sub‑Saharan Africa Green Growth Window.
