Evaluation of the EBRD’s supply-side energy security support – 2017-2024
This evaluation provides evaluative evidence of the impact of the EBRD’s energy supply activities on strengthening energy security and, more broadly, resilience within its region. It covers the “supply-side” of energy activities, including projects, policy engagement and technical cooperation over the period 2017–2024.
The evaluation found that the EBRD delivered prompt, adaptable support, especially in times of crisis, but more attention needs to be paid to long-term strategic crisis preparedness and lasting systemic change. Further, interventions improved energy security and resilience, supported by policy dialogue in both crisis and stable periods. However, rapid liquidity support sometimes risked dependency.
