The European Bank for Reconstruction and Development (EBRD) has appointed Tomas Kairys as Director, Head of Caucasus, effective 1 September 2026.
Based in Tbilisi, Georgia, Mr Kairys will be responsible for the Bank’s operations across the Caucasus region.
A Lithuanian national, Mr Kairys joined the EBRD in 2006 from the private sector as Counsel in the Office of the General Counsel in London. Between 2011 and 2015, he was based in Istanbul, where he established the Bank’s first legal presence in Türkiye, gaining extensive regional experience.
Since 2022 Mr Kairys has led the EBRD’s operations in the Baltic states as Regional Head and Head of the Vilnius Resident Office, overseeing the Bank’s evolving role in the region. Under his leadership, the Baltic states recorded four consecutive years of record investment, driven largely by innovative private-sector transactions. During this period, the Bank invested €1.9 billion, supporting the region through heightened geopolitical uncertainty while strengthening its local team.
Mr Kairys brings to his new role a strong combination of transactional and policy experience, deep knowledge of the Bank’s products, and a proven ability to lead across diverse markets and cultural contexts.
Mr Kairys succeeds Alkis Drakinos, who will retire in September 2026 after a distinguished career at the Bank.
