EBRD supports Riga Airport’s sustainable growth and future connectivity

The European Bank for Reconstruction and Development (EBRD) is supporting the sustainable growth of RIX Riga Airport with a €50 million loan to finance the construction of a modern, energy-efficient multimodal passenger terminal. The Bank’s investment will help improve the passenger experience, remove key operational bottlenecks and strengthen the airport’s role as Latvia’s main international gateway and a leading aviation hub in the Baltic region.

The new terminal will be fully integrated with existing airport infrastructure, creating a single, more efficient site. It will improve passenger flows through enhanced check-in, security screening and baggage-processing facilities, and will support the airport’s long-term capacity needs. The terminal will be built in line with the highest energy and resource efficiency standards, leading to improved energy efficiency and lower operating costs. It will target BREEAM certification, supporting the airport’s broader sustainability ambitions, including progress on airport carbon accreditation and the delivery of modern transport infrastructure aligned with European standards.

Future integration with the Rail Baltica network will further strengthen Riga Airport’s role as a multimodal transport gateway, enhancing Latvia’s connectivity, economic resilience and competitiveness.

The EBRD’s loan is provided as part of a wider financing package alongside the Nordic Investment Bank and Finland’s OP Corporate Bank.

Signing the agreement in Riga, Andreea Moraru, EBRD Managing Director for Central Europe and the Baltic States, said: “We’re proud to support our partner, Riga Airport, in strengthening Latvia’s transport infrastructure. Modernising the country’s main air travel hub will benefit all those who pass through the airport, strengthen connectivity for businesses and travellers, and contribute to the long-term economic development of Latvia and the entire Baltic region.”

Riga Airport is Latvia’s main international gateway and the largest airport in the Baltic states. It served 7.1 million passengers in 2025 and offered nearly 100 direct destinations through 17 airlines. The airport is fully owned by the Republic of Latvia through the Ministry of Transport.

The EBRD is one of Latvia’s largest institutional investors, having been active in the country since 1991. It has invested more than €1.4 billion across a broad range of sectors to support the country’s sustainable economic development, competitiveness and energy transition.
