EBRD sanctions individual for fraudulent practice

The European Bank for Reconstruction and Development (EBRD) has announced an 18-month debarment of Mirza Resić, a Bosnian national, and an entity under his control in connection with a fraudulent practice relating to EBRD-financed projects.

The projects in question are: Sarajevo Canton Tram Depot Regeneration in Bosnia and Herzegovina; Pristina Public Buildings and Pristina Urban Transport II in Kosovo; and Construction of the Matesevo-Andrijevica Section and Montenegrin Railways Passenger Trains in Montenegro.

In these projects, Mr Resić applied to participate as a key expert supporting the project implementation units. An investigation by the EBRD’s Office of the Chief Compliance Officer (OCCO) found that Mr Resić had misrepresented his prior work experience in the CVs submitted to the EBRD by falsely claiming that he had worked on an EBRD-financed project.

The settlement agreement provides for a reduced sanction as a result of Mr Resić’s cooperation during the investigation and his admission of culpability.

The debarment makes Mr Resić and the entity he controls ineligible to participate in projects and operations financed by the Bank for 18 months.

The debarment also qualifies for cross-debarment by other multilateral development banks under the Agreement for Mutual Enforcement of Debarment Decisions that was signed on 9 April 2010.
