EBRD appoints senior German state official as VP and Chief Administrative Officer

The European Bank for Reconstruction and Development (EBRD) has appointed Luise Hoelscher, currently State Secretary at the Ministry of Finance in the German federal state of Hesse, as Vice President and Chief Administrative Officer.

In this role, Ms Hoelscher will lead the Human Resources and Corporate Services functions at the EBRD, and be a member of the Bank’s Executive Committee.

She will take up her position on 1 October and report directly to EBRD President Sir Suma Chakrabarti.

The Vice Presidency covers specifically the areas of Human Resources, IT, Administrative Services, Corporate Procurement, and Records Management and Archives.

Commenting on the appointment, Sir Suma said, “I am very pleased Luise Hoelscher will join the senior management team of EBRD. She will bring a fresh approach to an important role.”

As State Secretary from 2010, Ms Hoelscher had led the administration of the Finance Ministry in Hesse, with responsibilities that included human resources management, real estate and facility management, and oversight of IT, documentation and procurement.

Before joining the Ministry, she had held the chair of Accounting and Taxation at the Frankfurt School of Finance and management since 2004.
