Project Description

The objective of the proposed TC is to provide a continuation of funding for the Secretariat of the Tajik Investment Council to provide the professional staff and other resources required to ensure its effective functioning. It also provides for enhanced coordination with and oversight of the Tajik IC’s work by providing a policy analyst based in the Dushanbe Resident Office to monitor and implement the operational and strategic priorities for 2016-2018 outlined below.

A sound business environment is vital for private sector development, and supporting policy reform dialogue on the investment climate plays a central role in the Bank’s engagement in its countries of operation. In this context, regular and open dialogue between the private sector and the authorities is essential: it can help encourage and guide much needed reforms, while providing the government with the necessary support from the private sector community.

The EBRD’s Investment Climate and Governance Initiative (ICGI) was launched in 2014 to enhance the Bank’s support for improvements to the investment climate and governance in its countries of operations. This is an area in which EBRD has demonstrated it can maximise its value-added and transition impact. The Bank’s private sector-oriented operational framework and enhanced policy dialogue in support of institutional reform can play a pivotal role in unlocking the economic potential in its countries of operations.

The Bank mobilises donor funds to the Secretariats of the Investment Councils it supports, independent professional secretariats that identify constraints and help to broker solutions.

As part of the Investment Climate and Governance Initiative, the Bank has emphasised policy dialogue on investment climate and governance reform as a priority. Supporting the improvement to the business environment in Tajikistan is a top strategic priority in the recently adopted Country Strategy, which targets “enabling inclusive and sustainable economic growth by…helping improve the business environment,” including through enhanced support for and engagement with the Investment Council.

Independent Project Accountability Mechanism (IPAM)

If efforts to address environmental, social or public disclosure concerns with the Client or the Bank are unsuccessful (e.g. through the Client’s Project-level grievance mechanism or through direct engagement with Bank management), individuals and organisations may seek to address their concerns through the EBRD’s Independent Project Accountability Mechanism (IPAM).

IPAM independently reviews Project issues that are believed to have caused (or to be likely to cause) harm. The purpose of the Mechanism is: to support dialogue between Project stakeholders to resolve environmental, social and public disclosure issues; to determine whether the Bank has complied with its Environmental and Social Policy or Project-specific provisions of its Access to Information Policy; and where applicable, to address any existing non-compliance with these policies, while preventing future non-compliance by the Bank.
