Project Description

This Programme consists of a comprehensive package of technical assistance to support Kazakh authorities in developing and strengthening the regulatory framework for renewable energy, facilitate the integration of renewable energy into the Kazakh electricity system, build national capacity necessary for the promotion of renewable energy and develop measures to promote gender equality within the sector. The Programme builds upon the long-standing engagement of the European Bank for Reconstruction and Development (“EBRD” or the “Bank”) in Kazakhstan’s renewable energy sector, its experience in promoting gender equality in the energy sector so far, and the Bank’s Renewable Energy Framework established with the Green Climate Fund (GCF).

The Programme will include a comprehensive technical assistance package that will help to create an enabling environment for private sector renewable investments in Kazakhstan. The technical assistance will include several assignments, falling under four components:

1. Enhancing planning and renewable energy integration. This component aims to assist Kazakh authorities in successfully integrating new renewable energy capacity. Specifically, the aim is to ensure that Kazakhstan Electricity Grid Operating Company (“KEGOC”), transmission system operator is able to absorb renewable energy capacity while preserving the Very High (VHV), High Voltage (HV) and Medium Voltage (MV) networks’ security and balance and without technically degrading the electrical system’s performance. This component will also include technical assistance on planning and building smart grid investments and implementing incremental upgrades in order to increase the flexibility and ability to manage energy production from increased capacity and amount of renewable energy sector (“RES”) projects.

2. Enhancing capacity for administering renewable energy (“RE”) tender. This component will provide the relevant institutions (including but not limited to the regulator and the off-taker) with advice on the practical implementation measures needed for the successful launch and completion of competitive tenders for renewable energy. This element could be extended to provide support to investors and financiers in the preparation of the subprojects. Under this component, the EBRD will work with the Ministry of Energy and key public sector stakeholders to provide project-specific technical assistance and capacity building measures, as well as to further refine and develop the relevant legal and regulatory frameworks to promote the development of renewable energy projects in Kazakhstan. The component may also include the customised technical support on a project by project basis in order to address low capacities of the developers. This assistance will vary project to project, depending on the scale and nature of the project, and the capacities of the potential borrowers.

3. Promoting gender equality and the development of a vocational training Programme. Under this component, technical assistance will be provided with the aim to enhance women’s access to arising economic opportunities in the renewable energy segment of Kazakhstan’s electricity sector. This will be achieved through directly facilitating access to income-generating activities, including entrepreneurship opportunities in the sector and associated outreach activities targeting women, as well as activities aiming to build the capacity of key stakeholders with regards to identifying and promoting women’s economic empowerment in the sector. The Programme will also leverage an ongoing policy dialogue in the Country, furthering policy initiatives to reduce legal and regulatory barriers and expand legal awareness for women’s equal access to the labour market, promoting legal framework to support female-led business in new sectors and strengthen the capacity of female entrepreneurs. This component of the Programme will also provide support to a vocational training system allowing women to develop the necessary skills to work in the RES sector.

4. Developing strategies for carbon and energy markets. This component will provide assistance to develop a road map and cohesive strategy for further expansion of the national energy and carbon market. This will include assistance for increasing Kazakhstan’s international inclusion in global markets in order to ensure long-term sustainable RES development.

Independent Project Accountability Mechanism (IPAM)

If efforts to address environmental, social or public disclosure concerns with the Client or the Bank are unsuccessful (e.g. through the Client’s Project-level grievance mechanism or through direct engagement with Bank management), individuals and organisations may seek to address their concerns through the EBRD’s Independent Project Accountability Mechanism (IPAM).

IPAM independently reviews Project issues that are believed to have caused (or to be likely to cause) harm. The purpose of the Mechanism is: to support dialogue between Project stakeholders to resolve environmental, social and public disclosure issues; to determine whether the Bank has complied with its Environmental and Social Policy or Project-specific provisions of its Access to Information Policy; and where applicable, to address any existing non-compliance with these policies, while preventing future non-compliance by the Bank.
