Project Description

Capital markets in the SEMED region suffer from a deficit of suitable issuers seeking to raise funds on the one side, and from an under-developed institutional investor base that tends to adopt herd behaviour on the other side. While sovereigns sit prominently among the very few bond issuers, equities constitute the main market-based finance instrument, in a context where private sector firms have a low probability of growth over time, a common trend in the SEMED region. Within this context, there is significant scope for fixed income to play a more meaningful role in financing private sector firms.

The development of focused and comprehensive capacity-building programme can help bring about an evolution in the knowledge and behaviour that constitute impediments on both the supply and demand side of financial and capital markets in the SEMED region.

EBRD typically offers periodic expert-led activities to support knowledge and capability building in the different countries where it operates. While this approach works for some targeted subjects, it has some major limitations. An online training solution is deemed preferable for the following reasons:

a) It offers a flexible, effective training solution for a wide audience with different backgrounds, which can be followed at user’s own pace, own time, own place, and repeated. The flexibility should make it easier to reach women
b) It can be available in areas out of the main economic centre, thereby contributing to regional integration
c) It can be simultaneously offered in several languages, thereby also contributing to language training
d) It is a cost effective capacity building route given the potential size of the targeted audience,
e) with real-time monitoring and feedback on completion rates and student progress, the success rate data of the program is easily captured
f) It can be easily replicated at a regional level once the initial ground work, scoping, design and first delivery is achieved in pilot country

Local Currency and Capital Markets Development (LC2) is one of the key strategic initiatives of the European Bank for Reconstruction and Development (the “EBRD” or the “Bank”). The objective is to support the EBRD’s countries of operation to build deeper and more resilient local financial markets. Capital markets in the SEMED region suffer from a deficit of suitable issuers seeking to raise funds on the one side, and from an under-developed institutional investor base that tends to adopt herd behaviour on the other side. While sovereigns sit prominently among the very few bond issuers, equities constitute the main market-based finance instrument, in a context where private sector firms have a low probability of growth over time, a common trend in the SEMED region. Within this context, there is significant scope for fixed income to play a more meaningful role in financing private sector firms. Encouraging market participation is key: The proposed assignment will deliver a focused and comprehensive eLearning programme can help bring about an evolution in the attitude and behaviour that constitute impediments on both the supply and demand side of financial and capital markets in SEMED. This directly fits with Capacity Building being a key theme in in LC2 Strategic Initiative paper.

Independent Project Accountability Mechanism (IPAM)

If efforts to address environmental, social or public disclosure concerns with the Client or the Bank are unsuccessful (e.g. through the Client’s Project-level grievance mechanism or through direct engagement with Bank management), individuals and organisations may seek to address their concerns through the EBRD’s Independent Project Accountability Mechanism (IPAM).

IPAM independently reviews Project issues that are believed to have caused (or to be likely to cause) harm. The purpose of the Mechanism is: to support dialogue between Project stakeholders to resolve environmental, social and public disclosure issues; to determine whether the Bank has complied with its Environmental and Social Policy or Project-specific provisions of its Access to Information Policy; and where applicable, to address any existing non-compliance with these policies, while preventing future non-compliance by the Bank.
