Project Description

This TC project, will follow-on from Anti-Money Laundering (AML) seminars delivering short-term consultant advise to selected financial institutions (FI) on the AML governance issues.

The seminars and training consultancies are designed to enhance AML knowledge and implementation practices by selected banks in EBRD's countries of operation (CoO). The seminars focus on raising awareness of most recent developments in AML with the consultancies focusing on improving implementation procedures and practices in selected Banks. This proposal responds to requests during past seminars from participating banks and Regulators for assistance.

The Bank recognised that effective seminars will be reinforced through provision of advice that enable banks to practically follow-up lessons from the seminars. The consultancies will target FIs in EBRD's CoO which have limited exposure to the latest developments in AML and through discussions become aware of how their own approaches can be enhanced. They can therefore gain knowledge and have the opportunity to clarify many issues and concerns both with more experienced peers, and expert international consultants, who are aware of the issues being faced by both early transition countries and apparently more advanced economies.

The FATF and international experts recognize that awareness is a vital component in the international effort to combat money laundering, terrorist finance, and to implement the goals of UN and of sanctions when applied. Effective AML implementation requires FIs to proactively revise their internal procedures and practices to meet the constantly evolving challenges.

This programme assists the Bank in its goal of helping countries to attract inward investment (additionality). Furthermore, it helps to create sustainable transition and improves the international standing of the relevant country of operation.

Funding Summary

The project is expected to be funded from EBRD-managed donor funds, including, but not limited to, the SEMED Multidonor Fund and the Luxemburg ODA Fund.

Independent Project Accountability Mechanism (IPAM)

If efforts to address environmental, social or public disclosure concerns with the Client or the Bank are unsuccessful (e.g. through the Client’s Project-level grievance mechanism or through direct engagement with Bank management), individuals and organisations may seek to address their concerns through the EBRD’s Independent Project Accountability Mechanism (IPAM).

IPAM independently reviews Project issues that are believed to have caused (or to be likely to cause) harm. The purpose of the Mechanism is: to support dialogue between Project stakeholders to resolve environmental, social and public disclosure issues; to determine whether the Bank has complied with its Environmental and Social Policy or Project-specific provisions of its Access to Information Policy; and where applicable, to address any existing non-compliance with these policies, while preventing future non-compliance by the Bank.
