Project Description

The Government of the Republic of North Macedonia has put a strong emphasis on improving efficiency of business inspections in its strategies and action plans, to respond to low assessments on the effectiveness of inspections and high costs and barriers they cause on the economic and non-economic activity of the market agents.

The inspections reform started in 2014, by first establishing the Inspection Council (IC) as an independent government body charged to coordinate and supervise the work of inspection authorities, to adopt general rules of procedures, and to license and train inspectors, and eventually approving a new Law on Inspection Supervision. The Law introduced important changes aiming at streamlining and increasing transparency of inspection procedures, and enabling the IC to resolve issues with inspectorates in a way that is consistent with international practices.

Since 2019, European Bank for Reconstruction and Development (EBRD) has been providing support to the Inspection Council that has already resulted in:
- Preparation of 90 specific checklists to be used by inspectors, covering 71 relevant laws, all published on the websites of the respective inspection authorities and on the IC’s website;
- Preparation of 28 Risk Assessment Methodologies for planning and conducting of inspections, in line with the requirements of the new Law;
- Development of an e-Learning Management System (LMS) to support the training of both inspectors and candidates for inspectors including the testing platform for the license examination of the latter;
- Preparation of training packages/curricula for Inspectors, available both in Macedonian and Albanian languages and fully deliverable through LMS;

The next step in the inspection reform is the complete digitalization and automation of the inspection supervision and related activities. To this end, the IC has designed the new concept of the inspection information system in North Macedonia – the e-Inspector – an effective control mechanism that will reduce any subjective influence of inspectors in performing their controls, and will enable for online connection of the processes of all 28 inspections authorities under the jurisdiction of the IC.

EBRD will now support the Inspection Council with the development of software for the expansion the main functionalities of the automated system: (i) Annual Inspection Planning; (ii) Inspection supervision procedures; and (iii) IT Help Desk, on 13 inspectorates under the coordination of the IC.

This will contribute to improve efficiency and coordination of the Inspectorates under the Inspection Council of North Macedonia, with the final goal of reducing burden and costs to businesses, while being an important tool in the fight against corruption.

Independent Project Accountability Mechanism (IPAM)

If efforts to address environmental, social or public disclosure concerns with the Client or the Bank are unsuccessful (e.g. through the Client’s Project-level grievance mechanism or through direct engagement with Bank management), individuals and organisations may seek to address their concerns through the EBRD’s Independent Project Accountability Mechanism (IPAM).

IPAM independently reviews Project issues that are believed to have caused (or to be likely to cause) harm. The purpose of the Mechanism is: to support dialogue between Project stakeholders to resolve environmental, social and public disclosure issues; to determine whether the Bank has complied with its Environmental and Social Policy or Project-specific provisions of its Access to Information Policy; and where applicable, to address any existing non-compliance with these policies, while preventing future non-compliance by the Bank.
