Project Description

The Project’s objective is to advance inclusive and participatory approaches to the prevention and fight against corruption in Central Asia. The Project will be implemented in partnership with the United Nations Office on Drugs and Crime (UNODC), which acts as the Secretariat to the United Nations Convention against Corruption (UNCAC).

When civil society organizations (CSOs) are provided with opportunities to be involved in the review process of the implementation of the Convention, and in the broader national anti-corruption framework, momentum is created to bring State parties up to speed in upholding their treaty obligations. More specifically, Article 12 and Article 13 of the Convention urges State parties to take concrete measures to involve the private sector and CSOs in the global fight against corruption. The meaningful participation of CSOs in national anti-corruption frameworks can break barriers, build confidence and promote positive interaction between CSOs, the private sector and their governments. Therefore, the effective implementation of the Convention must involve multiple actors at different levels: grassroot, local, national, regional and international.

This project will target all 5 Central Asian countries (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan) with an initial pilot in Uzbekistan to support implementation of the 2018 Law on Public Control, promote external and independent oversight with the aim to set a benchmark for the region.

The TC project will support the following activities:

1. Organization of a regional multi-stakeholder workshop on the second cycle of the UNCAC review and the role of non-State actors in anti-corruption;

2. Consultations to produce a concept for the development of a ‘public control mechanism’ in Uzbekistan in coordination with the national authorities;

3. Training to civil society on increasing their capacities to monitor national anti-corruption plans;

4. Final workshop to present expert findings to relevant stakeholders and look at wider engagement with the private sector and CSOs on anti-corruption work in Central Asia (November 2020);

5. Support to local CSO initiatives, suggested by civil society and selected through a competitive process.

The estimated budget is 421,000 Euro.

Independent Project Accountability Mechanism (IPAM)

If efforts to address environmental, social or public disclosure concerns with the Client or the Bank are unsuccessful (e.g. through the Client’s Project-level grievance mechanism or through direct engagement with Bank management), individuals and organisations may seek to address their concerns through the EBRD’s Independent Project Accountability Mechanism (IPAM).

IPAM independently reviews Project issues that are believed to have caused (or to be likely to cause) harm. The purpose of the Mechanism is: to support dialogue between Project stakeholders to resolve environmental, social and public disclosure issues; to determine whether the Bank has complied with its Environmental and Social Policy or Project-specific provisions of its Access to Information Policy; and where applicable, to address any existing non-compliance with these policies, while preventing future non-compliance by the Bank.
