Environment and Social Policy, Public Information Policy, and Project Complaint Mechanism Rules of Procedure to be updated
The EBRD is starting work to review three major governance policies – the Bank’s Environmental and Social Policy, the Public Information Policy and the Project Complaint Mechanism Rules of Procedure.
These policies were last updated and approved by the EBRD Board of Directors on 7 May 2014, after extensive consultation with EBRD stakeholders, including civil society organisations, industry associations, community representatives from countries of operations, clients, other international financial institutions and international organisations.
In addition to online comment periods, public meetings were held in Bulgaria, Georgia, Kazakhstan, Morocco, Russia and Ukraine, and at EBRD headquarters in the United Kingdom, to discuss the three policies. With the commencement of the 2019 review of governance policies, EBRD stakeholders are again invited to participate in public consultations. The formal review and revision of the three policies will be coordinated and will follow a two-phase public consultation program:
The first phase will be the pre-drafting phase, during which the invitation to comment on the existing policies is part of the public consultation process. Prior to the development of revised policy guidance, EBRD stakeholders are encouraged to submit written feedback to policyreviews2019@ebrd.com .
The comment period will remain open from Monday 12 February 2018 until Tuesday 10 April 2018.
Feedback already provided to the EBRD regarding the current policies will be considered in the review.
The initial comments on the current policies and review process will be discussed as part of the Civil Society Programme at the EBRD Annual Meeting in Jordan on 9 and 10 May 2018.
The second phase of the review will involve public consultation on the three draft policies during 2019, as set out in the EBRD’s Public Information Policy. These consultations will include a second period for online comment and public meetings will be held in a number of EBRD countries of operations.
The Bank expects the draft policies to be ready for disclosure at the beginning of 2019 and – following further public consultation – adoption no later than May 2019 in order for the policies to take effect in November 2019.
