The EBRD is a private-sector focused multilateral development bank owned by 77 countries, the EU and the EIB, with a mission to advance open and sustainable market economies. Combining investment, policy engagement and technical assistance, the Bank invests EUR 16.8bn annually and mobilises EUR 26.8bn per year in total financing, working closely with private co-financiers.

In partnership with Germany, this conference brings together DACH investors, public-sector stakeholders and development finance institutions to explore the EBRD’s activities and the investment potential across more than 40 economies — from Morocco to Mongolia, now expanding into Sub-Saharan Africa. The programme offers expert panels and interactive discussions on innovative financing, blended finance, capital markets and co-financing opportunities on the future context of investments in the respective areas.

Mobilising at scale: creating opportunities for institutional investors

Mobilisation of private capital is embedded in the EBRD’s mandate, with the Bank’s distinctive business model combining financial investments, policy engagement, and technical assistance to create new markets and crowd-in private investors. With significant financing needs to reach SDG and energy transition targets in emerging markets, institutional capital must be unlocked at scale. This session explores how the EBRD creates investment opportunities for private investors, looking at its project originations and how it is innovating financial instruments for institutional investors to be able to access these projects. The session will also discuss the emergence of originate-to-share models amongst MDBs, and the considerations, challenges and opportunities it presents.

This panel will examine new forms of financing driving the expansion of renewables and sustainable infrastructure in emerging markets, specifically looking at the CEE region. It will explore how sustainability priorities are reshaping project design, risk allocation, and overall bankability. The discussion will also highlight the EBRD’s essential role in anchoring transactions and mobilising private-sector participation to help Europe achieve its decarbonisation goals.

Blended finance – a multifunctional tool for private investments

This session will explore how blended finance is evolving to better meet investor needs and unlock larger volumes of private capital for emerging and developing economies. Participants will learn how increasingly scalable, investor-friendly blended structures are simplifying entry into emerging markets by offering clearer, more predictable risk/return profiles. The discussion will highlight new opportunities to access investment-grade or near-investment-grade exposures through calibrated guarantees, as well as the growing role of funds and insurers as risk-sharing partners, expanding the range of available de-risking tools. Finally, the session will also outline how coordinated platforms, including country platforms such as Egypt’s NWFE and Türkiye’s TIDIP, are poised to strengthen project pipeline, providing investors with a more consistent flow of bankable opportunities specifically for green investment.

Resilient, sustainable supply chains and trade: the role of private capital in empowering SME growth

This panel will bring together the EBRD’s supply chain finance (SCF) stakeholders and Trade Facilitation Programme to explore how private capital can unlock resilient, low-carbon, and inclusive growth across the EBRD regions’ SME landscape. The conversation will position the investment case for supply chain finance solutions: why institutional investors are leaning into short-term trade assets, how emerging data standards are boosting confidence, and where structured trade and supply chain finance programmes are closing liquidity gaps for SMEs. A strong focus will be placed on the sustainability and innovation aspects of supply chain finance: how SCF encourages SMEs to reduce emissions performance, while helping corporates align with global ESG standards. The panel will also discuss opportunities for innovation, from fintech collaborations to digital trade documentation and embedded-finance models.

Capital markets as catalysts: Accelerating sustainable investment at scale

This panel will go beyond theory to explore how capital markets can become powerful engines for sustainability. It will examine the interplay between cross-border market integration, deepening local markets, and targeted regulatory reforms in unlocking liquidity and channelling private capital towards climate priorities. The discussion will spotlight successful securities’ issuances – from green bonds to Schuldscheins – and policy-driven market development that have attracted global investors to new markets and opportunities. Panellists will debate what it takes to mobilise private capital at scale, the role of investor confidence, and how institutions like the EBRD combine co-investment with policy advisory to create investable opportunities. In this context, EBRD’s policy work spans three critical areas: (1) Market diagnostics to identify structural gaps and opportunities; (2) Policy dialogue with financial market authorities to shape enabling frameworks, and (3) Technical assistance to deliver transformative, long-lasting reforms that raise market operations to international standards. Expect insights on emerging trends, risk mitigation strategies, and how capital markets can accelerate the transition to a sustainable economy.

Overcoming uncertainty - the power of data to drive investment allocations

Emerging market investments are often considered with a heightened perceived risk, despite historically low losses across MDB portfolios. This session explores the role in which portfolio performance data can play within investment decisions. It will highlight how the Global Emerging Markets (GEMs) database can support investors in emerging markets through enhanced transparency and cooperation. Panellists will highlight the strong performance of MDBs portfolios and examine how better data on portfolio performance can influence risk pricing, strengthen investor confidence, and support greater mobilisation of private capital. The discussion will also highlight remaining data gaps and opportunities to expand access, helping investors allocate more effectively towards emerging markets.

Exploring the role of regulation in enabling investment

This session explores the regulatory and policy conditions investors require to confidently allocate capital to emerging markets. Panellists will examine the role of policymakers and regulators in creating an enabling environment that supports greater private investment, as well as how to engage with regulators and credit rating agencies to influence regulatory changes and recognition mechanisms to enhance the attractiveness of MDB assets. The discussion will assess the case for improved capital treatment or enhanced regulatory recognition of MDB portfolios, particularly to facilitate investment in innovative MDB products designed to scale financing for emerging markets.
