The European Bank for Reconstruction and Development (EBRD) is once again taking part in the United Nations Climate Change Conference, reaffirming its commitment to supporting the goals of the Paris Agreement and the economies in which it invests.

As a leading multilateral development bank (MDB) that promotes and delivers climate finance across three continents, the EBRD is at the forefront of international efforts to tackle climate change, mobilise private sector finance and achieve systemic change across its regions.

This year’s conference – COP30 – will take place between 10 November and 21 November 2025 in Belém, Brazil, while Sao Paulo and Rio de Janeiro are set to host pre-conference events.

The EBRD delegation to Brazil will include President Odile Renaud-Basso and Vice President, Policy and Partnerships Mark Bowman along with senior representatives from the EBRD’s Climate Strategy and Delivery, Sustainable Infrastructure Group and the Environmental and Social Department.

Climate change is already reshaping the economies where the EBRD operates – damaging infrastructure, disrupting supply chains, driving up the cost of capital and eroding business value. Green transition is now a business imperative for competitiveness and long-term resilience.

This year’s conference is key to renewing global momentum towards meeting the Paris Agreement objectives, which are increasingly at risk.

The EBRD aims for at least half of its annual business volume to be in the green space, as achieved in previous years. In 2024 the Bank delivered €9.7 billion in green finance.

The EBRD delegation will attend the following key events:

4 November

10.40 - 11.00

In Conversation With Odile Renaud-Basso

With global climate goals demanding trillions of dollars in new investments, multilateral development banks are under intense pressure to do more with less. We’ll hear how EBRD President Odile Renaud-Basso is evolving the MDB’s private capital mobilisation strategies to deliver greater impact.

6 November, 16:30: Private sector mobilisation for resilient growth (joint MDB event)

This high-level event will convene multilateral development banks (MDBs), private-sector leaders, and institutional investors to advance concrete strategies and partnerships that unlock private capital for climate-resilient growth across Latin America and the Caribbean. The discussion will highlight opportunities, innovative financial solutions, and collaborative approaches that can accelerate investment and impact ahead of COP30.

3-5 November, C40 World Mayors Summit & Local Leaders Forum

An EBRD delegation will attend the C40 World Mayors Summit 2025, co-hosted by the Mayor of London and C40 Cities Co-Chair Sadiq Khan and the Mayor of Rio de Janeiro Eduardo Paes. This year’s Summit will kick off the COP30 Local Leaders Forum, co-hosted by Bloomberg Philanthropies and the COP30 Presidency.

12 November, 14.00: Unlocking climate-smart opportunities in Uzbekistan’s agri-food sector (EBRD event)

13 November, 11.00: Evolving landscape of MDB climate policy support

As part of our annual flagship COP event series on climate policy support, this year’s session will highlight the latest progress in MDBs’ collective support to countries, including updates on the climate policy support stocktake, joint effort on the digital portal, the operationalisation of the MDB Long-Term Strategy (LTS) Programme, and collaboration among MDBs, countries, and partners to advance long-term climate policies and country platform development.

14 November, 12.30: EBRD Extreme Heat Resilience Exchange

An opportunity to share successes, challenges, and ideas around how to prepare the economy and society to cope with the growing global risk of extreme heat. Discuss ongoing work and new opportunities with experts from EBRD and other leading institutions. The event welcomes perspectives from all sectors and actors with the shared objective of aligning finance and policy action to deliver concrete resilience outcomes. Take the opportunity in this open gathering to focus on building connections and finding—and giving—new inspiration from the diverse approaches to tackling this systemic issue.

17 November, 15.00: Mobilising climate finance through country platforms

Mobilising climate finance is key to achieving the Paris Agreement goals and delivering on NCQG and Baku to Belem Roadmap. This event convenes countries, MDBs, development partners and other stakeholders to explore how country platforms can mobilise capital to accelerate the green transition and green growth. The discussion will also reflect on how initiatives such as the City Climate Finance Gap Fund are helping strengthen the enabling environment for subnational governments to access finance and align local climate priorities with national strategies.

18 November, 09.30: EBRD climate youth exchange

This event will create a space for an open and constructive dialogue between youth organisations and the EBRD. Together, we will explore how well we understand one another, our mutual expectations, and potential avenues for collaboration. The session will introduce the EBRD’s work and perspectives on the future of climate action, while inviting youth organisations to share their views on the role of multilateral development banks (MDBs). We would like to invite you to brainstorm entry points for partnership and co-creation between MDBs and youth-led initiatives. Please come with questions!
