The European Bank for Reconstruction and Development (EBRD) has announced an 18-month debarment of Denis Bejan, a Moldovan national, in connection with a fraudulent practice relating to the Reform Support Teams programme in Moldova. The programme aims to strengthen Moldova’s capacity to design, implement and manage effective reforms by embedding Moldovan experts in key government institutions.
While being married to a professional staff member at Moldova’s Ministry of Economic Development and Digitalisation, Mr Bejan was hired as a growth plan expert to provide technical assistance to the same ministry under the programme. An investigation by the EBRD’s Office of the Chief Compliance Officer (OCCO) found that Mr Bejan had engaged in a fraudulent practice by omitting to disclose this conflict of interest during both the selection process and the execution of the consultancy services contract.
The sanction consists of an 18-month debarment period, during which Mr Bejan and any entity controlled by him will be ineligible to participate in projects and operations financed by the EBRD.
The debarment is part of a settlement agreement, which provides for a reduced sanction in light of Mr Bejan’s admission of culpability and his cooperation with the investigation.
This debarment also qualifies for cross-debarment by other multilateral development banks under the Agreement for Mutual Enforcement of Debarment Decisions signed on 9 April 2010.
