The European Bank for Reconstruction and Development (EBRD) is supporting the Kyrgyz Republic efforts to upgrade its irrigation system in the Fergana Valley, the country’s main agricultural area, and make it more climate resistant.
A $14.1 million sovereign loan to the State Water Resources Agency (SWRA) will finance the construction and rehabilitation of the conveyance system used for transportation of water to the irrigated fields in the Osh region of the country. The funds will facilitate necessary upgrades of water intakes, pumping stations, main canals and the distribution network. They will also help reduce water losses, the consumption of electricity and CO2 emissions.
The improved irrigation system will promote sustainable and climate resilient crop farming and will also facilitate the creation of new jobs in the southern part of the country, where mostly rural populations is largely employed in agriculture.
The project is part of the Bank’s Green Economy Transition (GET) approach and the EBRD is planning to scale up its climate and environmental finance to make more than 50 per cent of its annual investment green by 2025. The GET approach is important in the Kyrgyz Republic, which is one of the countries in Central Asia particularly affected by climate change-related hazard.

As part of the project, the EBRD will also help the SWRA develop training programmes for the farmers, which will support the economic inclusion of women.
To date, the EBRD has invested almost €805 million through 207 projects in the Kyrgyz Republic, with the majority of investments supporting private entrepreneurship. Over €60 million has been invested in 24 water projects across the country to date.
