Europe is currently experiencing a housing affordability crisis driven by rising property prices, supply shortages, and a lack of coherent national housing policies. In Greece, the need for social housing has become increasingly urgent due to prolonged economic challenges, rising housing costs, and a growing population of vulnerable groups.

Project Description

In 2023, Greek households spent more than 35% of their disposable income on housing – substantially higher than the European Union (EU) average of 19.7%. Moreover, Greece ranks among the lowest in the EU in terms of investment in housing, allocating less than 3% of its GDP to the sector as of 2023 .

These conditions have disproportionately affected low- and middle-income households, with an increasing number of people unable to secure adequate and affordable accommodation. Social housing demand is expanding to include not only the traditionally low-income but also groups like single parents, precarious workers, and lower-middle-income households.

In response, the Greek government has introduced a range of measures aimed at expanding affordable housing options, regulating the short-term rental market, and supporting vulnerable groups. Despite these efforts, the limited social housing stock remains a major challenge. The Government examines solutions to utilise public property to turn into affordable living housing for vulnerable groups.

Given a national strategy for social housing in Greece is under finalisation with the support of the Recovery and Resilience Fund, the Government of Greece aims to investigate and standardise a PPP model going forward.

The objective of this assignment is to develop a comprehensive implementation plan for social housing in Greece via the use of the PPP model and standardise a financial analysis, and the Partnership Agreement and Annexes in this sector in Greece.

The development of a robust social housing implementation plan aims at promoting social inclusion and improving the quality of life for many individuals and families. A well-implemented social housing program can also stimulate economic growth, create jobs, and foster community development, while achieving urban regeneration via the redevelopment of underutilised/vacant sites.

In the context of the Assignment the Consultant shall perform, inter alia, the following tasks:

• Assessment of the current social housing situation and needs in Greece.
• Development of a tailored PPP model for social housing.
• Identification of and engagement with key stakeholders through a structured engagement plan.
• Development of a detailed roadmap for the implementation of the national social housing strategy.
• Commercial analysis and initial cost estimate of the chosen PPP model.
• Financial analysis including the development of a feasibility-level financial model to determine the feasibility and sustainability of the PPP model.
• Standardisation of Partnership Agreement and Annexes to support the effective implementation of social housing PPP projects in Greece.

The EBRD, in collaboration with the Ministry of the National Economy and Finance, are launching this assignment to support the Government of Greece and other relevant stakeholders in formulating a national social housing implementation plan via a PPP and assess this form of PPP financially.

The Project reports and analysis must meet all the requirements and standards established by the Bank.

Independent Project Accountability Mechanism (IPAM)

If efforts to address environmental, social or public disclosure concerns with the Client or the Bank are unsuccessful (e.g. through the Client’s Project-level grievance mechanism or through direct engagement with Bank management), individuals and organisations may seek to address their concerns through the EBRD’s Independent Project Accountability Mechanism (IPAM).

IPAM independently reviews Project issues that are believed to have caused (or to be likely to cause) harm. The purpose of the Mechanism is: to support dialogue between Project stakeholders to resolve environmental, social and public disclosure issues; to determine whether the Bank has complied with its Environmental and Social Policy or Project-specific provisions of its Access to Information Policy; and where applicable, to address any existing non-compliance with these policies, while preventing future non-compliance by the Bank.
