Project Description

The Republic of Türkiye’s Ministry of Industry and Technology (MOIT) has established the Türkiye Industrial Decarbonisation Investment Platform (TIDIP) with the cooperation of multilateral development banks (MDBs) including EBRD, IBRD and IFC. EBRD facilitates the coordination of Parties for TIDIP. TIDIP intends to holistically facilitate the country’s rapid, resilient and just low carbon transition in the industrial sector, in line with its climate and development goals, National Green Deal Action Plan (NGDAP), Nationally Determined Contribution (NDC) and 2053 Net-Zero target. The platform aims at mobilising investments needed to implement, inter alia, the roadmaps set out by Low Carbon Pathways for the decarbonisation of the Turkish cement, fertilizer, aluminium, iron and steel sectors in line with the Turkish Government’s sustainable development and decarbonisation goals.

According to Joint Declaration (JD) that was signed by the MoIT and MDB Partners on 25 November 2024, the parties intend to support decarbonization projects by mobilizing finance and resources, including grants, concessional financing and risk-sharing mechanisms to support their implementation, in line with the following indicative components and targets by 2030 currently estimated as:

i) The deployment of over EUR 100 million in Technical Assistance and concessional finance.
ii) Over EUR 5 billion of decarbonisation projects under implementation in line with the objectives of TIDIP supported by finance from commercial banks and participating IFIs by 2030.
iii) Reduction of GHG emissions, resulting from these investments, of over 20 million tons CO2eq per year.

Initially, the Platform will focus on hard-to-abate sectors with high emission intensity and strategic economic importance, including iron and steel, cement, aluminium, and fertilizers, with potential expansion to other sectors (e.g. glass, ceramics, chemicals, textiles, etc.) based on national priorities and regulatory developments.

These sectors have been identified due to:
(1) Their high contribution to Türkiye’s industrial emissions,
(2) Their strategic role in the economy, particularly in exports and employment,
(3) Their alignment with global and regional decarbonization policies, including EU CBAM,
(4) The availability of emerging low-carbon technologies that can facilitate their transition.

The MDB Partners, subject to the respective mandates and/or approvals as may be required, and in accordance with their applicable policies and procedures, intend to cooperate closely to identify and to seek to mobilise the necessary funds from a range of domestic and international developers, utilities, institutional investors, commercial banks and other international financial institutions, as well as support from international donors. The Partners will also contribute to the following key areas:

i) Knowledge & Technical Expertise – Providing sector-specific insights on best practices, including regarding technology transfer to accelerate industrial transition.
ii) Risk Analysis & Market Creation – Identifying investment risks, developing mitigation strategies, and fostering market conditions for emerging low-carbon industries.
iii) Policy Support – Reviewing eligibility criteria, policy incentives, and standards to promote efficiency and alignment with national and international sustainability goals.
iv) Regulatory & Policy Development – Support in design, develop and facilitate industrial policy reforms that enable a smooth transition by integrating climate strategies into industrial planning and regulatory frameworks.
v) Financing & Investment Facilitation – Streamlining project matchmaking with financial institutions, structuring blended finance solutions, and promoting effective fund allocation based on the Investment Focus Areas (IFAs).
vi) Clear Communication /Transparency & Stakeholder Engagement – Enhancing stakeholder coordination and reducing time-to-market for industrial decarbonization projects through structured governance.

TIDIP functions through a multi-tiered governance architecture composed of:
• A Steering Committee (SC) chaired by MoIT,
• A Ministry Task Force responsible for inter-institutional coordination,
• A TIDIP Secretariat, which will implement the operational aspects of the platform,

To ensure that this governance structure operates effectively, the EBRD will contract a qualified consortium/company to support the full cycle of TIDIP implementation.

TIDIP serves as a coordination mechanism designed to align policy, finance, and technical efforts under one unified structure. Platform will ensure that Türkiye’s industrial transition is both nationally owned and internationally supported.

This integrated approach aims to result in reduced time to materialize investments, improved financial decision-making, risk mitigation, lower transaction costs and an acceleration of low-carbon industrial investments. It is a country-owned and country-led platform that the EBRD has been supporting as lead MDB facilitating coordination between the TIDIP Parties.

The LCPs have identified key Investment Focus Areas (IFAs) that underpin the financing and policy direction of TIDIP, ensuring alignment with national decarbonization priorities. These are:
• IFA1: Hydrogen
• IFA2: Carbon Capture, Utilization and Storage - CCUS
• IFA3: Energy Efficiency and Circular Economy
• IFA4: Renewable Electricity Deployment
• IFA5: Climate Technologies & Green Markets Accelerator

(The targeted client projects could contain individual IFA projects, or decarbonization CAPEX plans including two or more. Testing and certification needs of the targeted clients can also be covered under individual IFA projects.)

The IPPS, developed under the strategic direction of MoIT and endorsed by the TIDIP Steering Committee, will function as the overarching framework for advising government on aligning sectoral decarbonisation strategies with investment planning and policy reform pathways.

The EBRD, in close collaboration with the MoIT, is seeking to engage a consultant to serve as the TIDIP Secretariat, with the primary objective of coordinating, managing, and facilitating the implementation of the Platform under the strategic direction of MoIT, ensuring alignment with national decarbonization objectives and mobilization of financial and technical resources.

TIDIP Secretariat will be established to:
i) Coordinate with TIDIP Stakeholders, and provide the annual reporting,
ii) Support project preparation and facilitation leading to investment and policy support,
iii) Matchmake between investment projects and potential financiers, including clients/projects that need intermediary Technical Assistance studies.
iv) Knowledge sharing, monitoring and evaluation,
v) Design, develop and follow-through on the Investment Plan & Policy Strategy (IPPS) ensuring that it remains updated annually, reflecting market developments, financing trends, and policy evolution. This includes an evolving project/client pipeline with clear requirements and tracking criteria (investment needs, technical assistance needs, investment followed by required technical assistance, etc…)
vi) Provide visibility services for the promotion of TIDIP
vii) Contribute to the programming and management of the TA funding to be provided by different donors in close cooperation with the MoIT and MDB Partners.

Independent Project Accountability Mechanism (IPAM)

If efforts to address environmental, social or public disclosure concerns with the Client or the Bank are unsuccessful (e.g. through the Client’s Project-level grievance mechanism or through direct engagement with Bank management), individuals and organisations may seek to address their concerns through the EBRD’s Independent Project Accountability Mechanism (IPAM).

IPAM independently reviews Project issues that are believed to have caused (or to be likely to cause) harm. The purpose of the Mechanism is: to support dialogue between Project stakeholders to resolve environmental, social and public disclosure issues; to determine whether the Bank has complied with its Environmental and Social Policy or Project-specific provisions of its Access to Information Policy; and where applicable, to address any existing non-compliance with these policies, while preventing future non-compliance by the Bank.
