Project Description

The Project aims to strengthen the sustainability and competitiveness of the walnut value chain in Kyrgyzstan, focusing on both wild-harvested, and commercial production. The core goal is to operationalise the newly registered “Arstanbap” Geographical Indication (GI) for wild walnuts by strengthening the legal and institutional framework, developing credible certification and traceability systems, and building the capacity of the GI Association in marketing, internal control, and service delivery. Alongside this, the Project seeks to improve food safety, quality assurance, and traceability for all walnut products, aligning them with international standards. Further, the TC aims to support best practices sector-wide and raise the international profile of Kyrgyz walnuts, improving their market positioning and making the sector more attractive for future investment and export growth.

Project Description

Rationale

For over 25 years, the Food and Agriculture Organization of the United Nations (“FAO”) and the EBRD have been working together to drive more sustainable food systems and private sector development, combining technical expertise and investment capacity in the Bank’s regions of operations. In recent decades, the joint FAO/EBRD work has supported the emergence of commercially viable, environmentally sustainable, and resilient local food supply chains across subsectors in the Western Balkans and other regions.

Building on past results and lessons learned, FAO and EBRD are committed to extending support and upscaling ongoing efforts to upgrade quality standards and promote the adoption of best practices, strengthen the capacity of small-scale producers, and streamline market access. This in turn, can provide opportunities for further business for larger players.

TC Services

The Project will support:

I. Strengthening the legal and institutional framework for Geographical Indications (GIs).
II. Upgrading the walnut value chain to support investment readiness and long-term viability.

Independent Project Accountability Mechanism (IPAM)

If efforts to address environmental, social or public disclosure concerns with the Client or the Bank are unsuccessful (e.g. through the Client’s Project-level grievance mechanism or through direct engagement with Bank management), individuals and organisations may seek to address their concerns through the EBRD’s Independent Project Accountability Mechanism (IPAM).

IPAM independently reviews Project issues that are believed to have caused (or to be likely to cause) harm. The purpose of the Mechanism is: to support dialogue between Project stakeholders to resolve environmental, social and public disclosure issues; to determine whether the Bank has complied with its Environmental and Social Policy 2024 or Project-specific provisions of its Access to Information Policy; and where applicable, to address any existing non-compliance with these policies, while preventing future non-compliance by the Bank.
