Project Description
Proposed loan to modernise Tajikistan's ageing air navigation equipment and to support the restructuring of the aviation sector.
The project aims to:
- replace ageing equipment for air navigation services;
- implement reform of the aviation sector in Tajikistan;
- support corporate restructuring of TSA.
Transition Impact
The Aviation Restructuring Study, financed by technical cooperation (TC) funding, resulted in a number of recommendations. TC assistance attached to the present project will provide the means to implement these recommendations. They include the transfer of TSA's regulatory function to an independent entity and the creation of separate business units. The modernisation of Tajikistan's ageing air navigation equipment will ensure the safety of Tajik airspace.
The Client
Tajikistan State Air (TSA) is a wholly state-owned company.
EBRD Finance
Loan of up to US$ 5.5 million (€6.2 million). Approximately US$ 2 million grant was approved to be funded from the Japan Fund for Post Conflict Support and Japan Europe Co-operation Fund.
Project Cost
Approximately US$ 7.5 million (€8.5 million).
Environmental Impact
The project has been screened B0, requiring an environmental analysis. The environmental impact associated with air navigation projects such as this one is not likely to be significant. It is generally limited to construction practices and includes issues such as dust, noise, possible ground or surface water pollution, waste disposal, worker health and safety issues, and use of hazardous materials. There could also be environmental impact associated with the siting and construction of access roads and radar equipment. Environmental due diligence will be carried out and necessary mitigation measures will be developed prior to the project's final approval.
Technical Cooperation
TC funding will:
- assist the establishment of a civil aviation department;
- assist the procurement and implementation of supervision;
- support the establishment of a cost accounting and management information system.
