Project Description
The provision of debt financing in the form of a senior loan of up to US$ 80 million equivalent in Kazakhtan Tenge to Mobile Telecom-Service LLP (the "Company"), a joint-venture mobile operator between Tele2 Sverige AB of Sweden and Kazakhtelecom JSC, to finance 3G/4G LTE related capital expenditures and balance sheet restructuring.
Project Objectives
The operation finances the mobile network integration and 4G LTE roll-out related capital expenditures and enables the increased roll-out of 3G/4G LTE products and services, including in regions outside Almaty and Astana.
Transition Impact
The operation will have a positive transition impact through supporting the introduction and expansion of advanced 4G/LTE and LTE-A mobile broadband products and services to Kazakhstan, with a particular focus on the regions of Kazakhstan where fast and reliable broadband availability and penetration is significantly lagging the main urban centres and through the implementation of improvements to corporate governance of the Company.

Incorporated in the Republic of Kazakhstan, the Company is the third largest mobile operator in the country, as a result of a merger between Tele2 Sverige AB and Kazakhrtelecom's mobile operation in Kazakhstan in March 2016.

Technical Cooperation
The operation has benefited from commercial due diligence partly funded by the EBRD Shareholder Special Fund under the Knoweledge Economy Initiative with contribution made by the Company towards the due diligence.
