Project Description

The proposed project is a senior syndicated loan of USD 75 million to Kreditprombank under A/B structure. EBRD will retain USD 25 million of direct exposure with the balance to be syndicated to commercial banks. Kreditprom will use the syndicated loan proceeds to extend investment, working capital, trade related and energy efficiency loans to its private clients in Ukraine.

Transition Impact

The project will enable to support an active and strong local bank to further develop its lending business and offer medium-term resources to its clients. . The maturity of the A-loan is 4 years and B-loan is 24 months. B-loan may be renewable for another 24 months subject to certain conditions.

The Client

Kreditprom is a universal commercial bank and is the 12th largest bank in Ukraine with total assets of USD 1.4 billion, equity USD 170 million at the end of 2006 and profit of USD 12 million in 2006. The bank has 12 branches and 111 outlets throughout Ukraine.

EBRD Finance

USD 75 million under A/B structure, of which EBRD will retain USD 25 million with the balance to be syndicated to commercial banks.

Environmental Impact

Kreditprom is an existing client of EBRD’s and as such is familiar with EBRD’s environmental requirements. Kreditprom has recently been trained at the EBRD’s environmental & social risk management workshop and a member of the EBRD’s Environment Department has conducted an environmental monitoring visit to Kreditprom in May 2006. Kreditprom will continue to apply the EBRD’s Environmental Procedures for Local Banks to all commercial lending activities including adherence to the Bank’s Exclusion and Referral List and submission of annual environmental reports to EBRD.

Technical Cooperation

In the past TC has been received from the following donors: EU, US, and Dutch governments under UMLP II Component of MSE/SME Lending Framework. The funds were used to develop lending operations, train lending staff and for institution building in participating banks, including Kreditprom.

Under the present operation the borrower will continue to receive technical assistance provided by the Governments of Sweden and Austria for its energy-efficiency lending operations.
