The project involves co-financing, with the European Investment Bank (EIB), of the construction of a 22km bypass of the city of Fier and a 29km bypass of the city of Vlore in south-western Albania. The two bypasses are key sections of the national road network in Albania and will connect important roads previously co-financed by the EBRD and EIB (such as the Levan-Tepelene and Levan-Vlore roads).
The bypasses will help improve the regional integration, facilitate trade and economic growth, alongside supporting tourism development in southern Albania. The Italian Government and European Commission have provided grant funding for the preparation of the detailed design and the works supervision.
Transition impact of the project builds on the preparation of a National Sustainable Transport Study, implementation of a MIS within the Albanian Road Authority (ARA) and use of performance based maintenance contracts. Additionally, tolling where appropriate and alternative roads exist will be implemented.
The client is the ARA.
Sovereign loan of EUR 53 million.
Civil works will be co-financed with the EIB. Supervision consultancy services will be financed by the European Commission. Implementation support to the Project Implementation team will be financed by the Western Balkans Investment Framework (WBIF).
Estimated EUR 167 million.
Total cost includes EUR 24 million grants (EC, Italy and WBIF), EUR 53 million co-financing from the EIB and EUR 37 million from the Government of Albania.
Categorisation and justification
The project has been categorised A. The construction of a 22km bypass of the city of Fier (dual carriageway) and a 29km bypass of the city of Vlore (single carriageway) in south-western Albania could have diverse and potentially significant environmental and social impacts. Hence the potential E&S impacts for both projects were assessed through a formalised and participatory assessment process by independent consultants.
Environmental and Social issues
For Fier Bypass, an Environmental Impact Assessment (EIA) was developed by local consultants in 2006 and approved by the Local Authorities. Updates of the initial EIA followed in 2008 and 2011. As part of the Bank's E&S due diligence, a gap analysis between the existing EIA and the requirements of Bank has been carried out by international consultants. The gap analysis concluded that the Project environmental and social impacts have been assessed and relevant measures summarized in an Environmental and Social Management Plan (ESMP) for all Project life stages including material supply and transport. An adequate level of detail is ensured in the documentation developed for the Project, and most of the EIA and ESMP requirements have already been included in the Design documentation. Finally, all of the Contractor's duties are listed in a clear and comprehensive Contractor's Site Check List. However, the former EBRD Policy (dated 2003) has been used as a reference document for the EIA preparation; therefore some further specific measures have been included in the ESMP to comply with the EBRD‘s 2008 E&S Policy.
For Vlore Bypass, an Environmental and Social Impact Assessment was carried out by independent consultants in accordance with the EBRD‘s 2008 E&S Policy.
Both Fier and Vlore Bypasses are designed in compliance with the relevant EU standards as well as with applicable national laws. Potential environmental impacts are adequately assessed through the ESIA process; relevant mitigation measures are included in the Environmental and Social Management Plans (ESMPs). Specific provisions for the safety, health, welfare and the environment protection are included in the Technical Specifications and in the Safety, Health and Environmental Regulations developed as part of the design.
For Fier Bypass, as of June 2013 there remain 626 outstanding cases of expropriation, out of a total of 835, to be completed. Expropriation of approximately 50 owners’ land located in the commune of Mbrostar Ura as well as the land belonging to all owners corresponding to the Commune of Levan, previously included in the list have been completed. People in the affected communities who have constructed after 2007, without the appropriate legal permit required by Law are, according to Albanian law, not be entitled to any kind of compensation, according to Law 9482. However, Although many knew about the project, a cut-off-date was never communicated so the ARA has agreed that people will still be entitled to compensation for these, in accordance with EBRD policy requirements. It is expected that that the Decision of Council of Ministers for expropriation will be taken by the end of July or in early August 2013, after having the new land prices (the Ministry of Public Works and Transport has considered the previous one very low) from the Registration office of Fier. The construction works which have started on 16th June 2013 will continue on only land where land acquisition process is completed.
The Vlore Bypass mainly traverses agricultural land, with minimal impact on residential and commercial properties. Based on the information of the last census (December 2012), 224 properties are affected by land acquisition and resettlement and will qualify for compensation. It is estimated that approximately 1090 people will be affected. All affected assets located along the proposed road which are entitled to compensation have been inventoried.
For Fier Bypass, due to the importance of the archaeological site present near the road alignment (the Apollonia Archaeological Park) and the high possibility of related archaeological findings, particular attention needs to be placed on the cultural heritage issue.
Environmental and Social Action Plan
An Environmental and Social Action Plan (ESAP) has been developed and disclosed for each sub-project to address issues identified during the due diligence.
