Project Description

The EBRD is considering providing a senior unsecured loan of up to EUR 15 million to Compagnie Internationale de Leasing (“CIL”) to on-lend to micro, small and medium-sized enterprises (MSMEs) in Tunisia.

Transition Impact

The proposed project will increase the access to funding to MSMEs in Tunisia in a context of liquidity constraints. The project also will help CIL enhance its risk management and corporate governance, as well as in the gradual implementation of IFRS.

The Client

CIL is the 4th largest leasing company in Tunisia by the leasing portfolio with total assets of EUR 176 million as of 30 June 2013 and is the largest independent leasing company (non-affiliated with a bank).

EBRD Finance

Senior unsecured loan of up to EUR 15 million.

Project Cost

Up to EUR 15 million to be provided in euros.

Environmental Impact

Categorised FI. CIL will be required to comply with the EBRD's Performance Requirements 2 and 9, implement the Bank’s E&S Procedures for Corporate Lending and submit Annual Environmental and Social Reports to EBRD.

Technical Cooperation

CIL will benefit from TC to improve its risk management, corporate governance and assistance to introduce IFRS.
