The EBRD extended a EUR 20 million loan to Banca Transilvania to be on-lent to SMEs in Romania. The proceeds of the credit line will be used by Banca Transilvania to support SMEs by providing medium and long-term finance.
In addition, the EBRD provided a SME Energy Efficiency Facility of EUR 10 million to Banca Transilvania for supporting investments in energy efficiency and small scale renewable energy projects undertaken by SMEs. This loan is extended under the EBRD’s Romania SME Sustainable Energy Financing Facility (RoSEFF) already made public on 12 August 2011.
Transition impact potential derives from the funding support for SME lending, which is currently limited in Romania, especially for long-term loans. Supporting the growth of Banca Transilvania, a locally owned independent bank, will also strengthen the banking sector in the context of current difficult market conditions.
Banca Transilvania is the largest private locally owned Romanian bank and the fourth largest in the Romanian banking system with a market share of 7.8% by total assets. As at 30 June 2012, the bank had a total balance sheet of EUR 6,511 million, equity of EUR 573 million and net profit of EUR 41 million.
SME loan: A senior loan for up to EUR 20 million extended by the Bank to Banca Transilvania.
SME Energy Efficiency Facility: A senior loan for up to EUR 10 million extended by the Bank to Banca Transilvania.
Up to EUR 20 million for the SME loan.
Up to EUR 10 million for the SME Energy Efficiency Facility.
Categorised FI. Banca Transilvania will be required to continue to comply with the EBRD's Performance Requirements 2 & 9 and the EBRD’s Environmental and Social Procedures for Corporate Lending. This will include adherence to the EBRD's Environmental and Social Exclusion Lists and submission of annual environmental and social reports to the Bank.
No technical cooperation is envisaged for the SME loan.
Technical assistance financed by the EU will be granted under the SME Energy Efficiency Facility.
