An equity commitment of up to EUR 20 million in favour of Usaldusfond BaltCap Infrastructure Fund (the "Fund").
The Fund seeks to provide development capital for transport, energy, energy efficiency and other infrastructure projects in the Baltic region through equity and quasi-equity investments.
The EBRD's proposed investment is expected to promote the more widespread use of private ownership of infrastructure projects in the Baltic region, and the infrastructure equity as an asset class. In addition, the proposed investment will contribute to supporting green economy transition in the Baltics by financing a diverse mix of climate change mitigation projects.

The Fund Manager will be required to comply with EBRD's Performance Requirements ("PRs") 2, 4 and 9 which includes adherence to the EBRD's E&S Exclusion List, implementing the EBRD's E&S Risk Management Procedures for Active Equity Funds as well putting in place an Environmental and Social Management System (ESMS). The Fund Manager must submit Annual Environmental and Social Reports to the EBRD on the implementation of the Bank's PRs and the ESMS.

The Project Complaint Mechanism (PCM) is the EBRD's accountability mechanism. It provides an opportunity for an independent review of complaints from individuals and organisations concerning EBRD-financed projects which are alleged to have caused, or are likely to cause, environmental and/or social harm.
