The EBRD is considering an equity investment on behalf of the Clean Technology Fund in a newly created SPV to finance the completion of preparatory arrangements to build a 50MW wind power plant in Kazakhstan.
The project is expected to be the first private wind farm to be launched under the new regulatory system and will support development of the newly formed RES sector in Kazakhstan. It will deliver substantial environmental improvements cutting CO2 emissions by 160,000 tons per annum that used to be created by fossil fuel generation.
The sponsor is a private company, operating in Russia and Kazakhstan and engaged in development of a portfolio of renewable energy projects and system integration services.
The Bank is considering an equity investment in a newly created SPV, potentially along with other local private strategic investors.

The project has been categorized as IESE, requiring an initial environmental and social examination to fully categorize the project and scope of the Bank’s due diligence. Similar projects, if not located in a sensitive area, are typically categorized as B level. The initial environmental and social examination will be carried out by ESD. The Project will then be categorised and the scope of the Bank’s due diligence will be fully defined. The Bank’s due diligence will review the Company’s E&S management systems and address the possible impacts of the Project in terms of natural and human receptors, such as ornithology (notably migration) and residential areas in terms of noise and shadow flicker. The development of a Stakeholder Engagement Plan and Non-Technical Summary to allow for appropriate and meaningful public consultation and disclosure will be required.
The PSD will be updated after the ESDD.
It is expected the project will be financed using Clean Technology Fund (CTF) financing.
