Purpose of the Environmental and Social Impact Assessments
The Project finances (i) rehabilitation and upgrading of road approaches to Kyiv – road sections on international and key national highways M-01, M-05, M-06, M-07, H-01 and P-02, and (ii) performance-based road maintenance contracts for M-06 road, which will be introduced on a pilot basis in Ukraine. The Project will also finance works supervision and technical advice for the proposed reform component.
The rehabilitation of key approaches to Kyiv, which form part of the international corridors linking Ukraine with the European Union and other CIS countries, is considered by the Government of Ukraine as a high priority and part of the country’s preparations for hosting the EURO 2012 finals as well as its response to the economic downturn.

The Project as a whole is categorised “B” per the Environmental and Social Policy (2008) as it mainly consists of upgrades to existing roads within the existing rights-of-way, and Environmental and Social due diligence demonstrated that environmental and social issues could readily be identified and mitigated.
However, the Project includes one particular component, the widening from 1x2 to 2x2 lanes of the Zhytomyr bypass (22km) on M06 road, which warrants an “A” categorisation.
The Zhytomyr bypass therefore requires a full Environmental and Social Impact Assessment, which is described below, and a 120-day disclosure period.
Main environmental and social issues
Main environmental and social issues described in the ESIA documentation include:
- Noise: the bypass intersects several settlements and noise protection will have to be put in place.
- Land Acquisition: the Project does not affect any residential or other structure but does impact agricultural land, which will be compensated in accordance with Ukrainian legislation and EBRD requirements.
- Cultural heritage: Two archaeological sites identified within a 50m distance of the road will require either a slight rerouting if technically and economically feasible or further investigations and rescue programme.
- Surface water: River crossings will be protected from potential contaminated storm water by treatment devices.
The ESIA and ESAP
An ESIA and ESAP have been developed by independent consultants. These are made publicly available for no less than 120 days in accordance with the EBRD Environmental and Social and Public Information policies.
