Purpose of the Environmental and Social Impact Assessments

The project involves co-financing, with EIB, of (i) the construction of a 22km bypass in the city of Fier, and (ii) the construction of a 29km bypass in the city of Vlore in south-western Albania. The bypasses are key sections of the national road network in Albania and will connect important roads previously co-financed by the EBRD and EIB (the Levan-Tepelene and Levan-Vlore roads). The bypasses will help improve the regional integration, facilitate trade and economic growth, reduce congestion in the cities of Fier and Vlore alongside supporting tourism development in southern Albania.

The Fier Bypass component has been approved by the EBRD Board on 22 November 2011. The Vlore Bypass component is scheduled to be presented to the EBRD Board on 29 October 2013.

The Italian Government and the European Commission (EC) have provided grant funds for the preparation of the detailed design and works supervision. The works will be co-financed with EIB and EC IPA grants.

The Client is the Ministry of Public Works and Transport (“MPWT”) which has the overall responsibility for the organisation and management of the transport sector in Albania.

The Executing Agency is the Albanian Road Authority (“ARA”) within MPWT. ARA is an autonomous roads agency, outside of the Government of Albania, established following the transformation of the General Roads Directorate. ARA is a public enterprise run on commercial principles, with maintenance contracted out to the private sector.

Transition impact of the project stems from the Preparation of a National Sustainable Transport Study, Implementation of MIS within ARA, use of performance based maintenance contracts.
