INVITATION FOR TENDERS

Supply of Ancillary Equipment for Elektrokrajina Business Units in Banja Luka and Srbac, Bosnia and Herzegovina

This Invitation for Tenders follows the General Procurement Notice for this project, which was published in EBRD website Procurement Opportunities (www.ebrd.com), 21 April 2016 and updated 29 August 2017. This Invitation for Tenders is published on EBRD Web Site and on the website of ZP Elektrokrajina a.d. Banja Luka (www.elektrokrajina.com).

ZP Elektrokrajina a.d. Banja Luka (Mixed holding Elektroprivreda Republike Srpske “ERS”- Parent Company stk. company Trebinje – dependent company “Elektrokrajina” stk. company Banja Luka), the Purchaser, has received a loan from the European Bank for Reconstruction  and  Development  (the Bank)  towards  the  cost  of Elektrokrajina Power Distribution Project.

The Purchaser now invites sealed tenders from manufacturers and vendors for the following contract to be funded from part of the proceeds of the loan: Supply of Ancillary Equipment for Elektrokrajina Business Units in Banja Luka and Srbac, Bosnia and Herzegovina. Scope of supply includes single-core screened plastic cables, cable terminations,  cable joints, ring main units and adapters for cables, cable lugs, PVC cable protectors, corrugated plastic pipes for underground cables, galvanized  "U" profile steel, etc. It is expected that the contract will commence at the beginning of 2019 and that equipment will be delivered to the Purchaser’s warehouses in batches within 18 months from the contract signing as detailed in the tender documents.

Tendering for the contract that is to be financed with the proceeds of a loan from the Bank is open to firms from any country.

To be qualified for the award of a Contract, Tenderers must satisfy the following minimum criteria:

  • Experience as Supplier, in at least two (2) contracts each with a value of at least equivalent to seven hundred thousand (700,000) euro or five (5) contracts each with a value of at least equivalent to five hundred thousand (500,000) euro within the last three (3) years, that have been successfully and substantially completed and that are similar to the proposed Goods;
  • Soundness of the Tenderer’s financial position and its prospective long term profitability. Minimum average annual turnover in the amount equivalent to 1,500,000 (One million five hundred) euro within the last three (3) years;
  • Access to, or availability of financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet: (i) the following cash-flow requirement - 1,000,000 (One million) euro equivalent, and

(ii) the overall cash flow requirements for this Contract and its current commitments;

  • Manufacturers’ Authorizations for major items of equipment named in Tender Documents, if the tenderer is not their manufacturer.
  • Other criteria specified in the tender documents.

To strengthen their capacities the companies may wish to form joint ventures or consortia, or to claim experience and capabilities of their parent or sister companies by submitting parent company guarantees as detailed in the tender documents.

Tender documents may be obtained from the office at the address below upon payment of a non-refundable fee of € 204,52 (two hundred and four euros and fifty two eurocents) for payments from abroad or BAM 400,00 (four hundred) for payments within BiH. The method of payment will be direct deposit to a specified bank and account number.

Upon receipt of appropriate evidence of payment of the non-refundable fee, the documents will promptly be dispatched ; however, no liability can be accepted for their loss or late delivery.

The bidding documents will be sent to e-mail address indicated in the written application, may be taken over on CD-ROM at the address below or, if requested by the Bidder, sent on CD-ROM by the courier on Bidder’s cost.

All tenders must be accompanied by a tender security in the amount equivalent to EUR 30,000 (Thirty thousand euro) and may be expressed in euro or in Bosnia and Herzegovina convertible marka (BAM).

Tenders must be delivered to the office at the address below on or before 15.01 2019 at 11.00, at which time they will be opened in the presence of those Tenderers’ representatives who choose to attend.
