GENERAL PROCUREMENT NOTICE

 

SC Raja SA Constanta intends using the proceeds of a loan from the European Bank for Reconstruction and Development [the Bank/EBRD] for a project is aiming to: i)  co-finance alongside EU Cohesion Funds an extension and modernisation of the Company’s water and wastewater infrastructure and services under the EU Large Infrastructure Operational Programme 2015-2020 (“LIOP”) in six counties in Romania (Constanta, Ialomita, Calarasi, Dambovita, Ilfov and Brasov) benefiting a population of 400,000 (under Tranche 1) and ii) finance a water loss reduction programme with a private operator in the City of Constanta (under Tranche 2 ). The proposed project, which has a total estimated cost of EUR 500 million equivalent, will require the procurement of the following goods, works and services:

Tranche 1, refers to the EBRD co-financing of the EU Large Infrastructure Operational Programme 2015-2020 (“LIOP”), majority-funded with EU, and includes the following contracts:

The contracts under the Tranche 1 are awarded in accordance with the Romanian Public Procurement Law, and monitored by the Managing Authority for LIOP and EU. With the exception of the following contracts, for which the tendering process is ongoing, all the other tendering process are expected to be launched in the last quarter of 2018 and the first quarter of 2019.

Tranche 2, which is uncommitted, refers to the EBRD financing of a water loss reduction programme with a private operator in the City of Constanta which include the following contract:

  • Water Loss Reduction Performance Based Contract.

 

The contract might be split into several lots to include specialized services, works and supply and installation of equipment.

 

Under Trance 2, the contracts to be financed with the proceeds of a loan from the EBRD will be subject to the latest version of the EBRD's Procurement Policies and Rules. Tendering for the Trance 2 contract(s) is/are expected to begin in the second half of 2019.

 

The tenders will be open to firms from any country. The proceeds of the EBRD's loan will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Purchaser's country or for payments to persons or entities that are on EBRD ineligible entities list: http://www.ebrd.com/ineligible-entities.html
