Formerly Chief EvaluatorJoseph B. Eichenberger was appointed Chief Evaluator of the European Bank for Reconstruction and Development in January 2011 and left the Bank at the end of April 2021.
The Evaluation Department is responsible for the independent assessment of the Bank’s performance in executing its mandate.
Mr Eichenberger reported directly to the Board of Directors.
Mr Eichenberger brought extensive experience in emerging and developing markets and international financial institutions. From 2006 until 2009 he was Vice President of Regional and Country Operations and Policy at the African Development Bank in Tunis, covering country strategies, the Bank’s network of field offices, operational policy issues, quality and results management and operational procurement; he chaired the Bank’s Operations Committee, produced its Medium-Term Strategy, and led staff work in support of concessional resource replenishment negotiations.
Previously he was Vice President for Operations (East) at the Asian Development Bank in Manila, Philippines (2001-06). A member of the Management and Private Sector Investment Committees, he was responsible for strategy and operations delivery in 27 Asian countries, including China, Indonesia and Central Asia, and operational procurement Bank-wide.
Mr Eichenberger joined the Asian Development Bank from the U.S. Treasury Department, where he started as an International Economist in 1982. He was Director of the Office of Multilateral Development Banks between 1994 and 2001. In 1994 he served as the US Executive Director of the World Bank (Acting), and between 1991 and 1994 was Senior Advisor to the US Executive Director there.
Mr. Eichenberger holds an MA in Economics from the University of Maryland.
