- Sergiy Maslichenko takes over as EBRD Head of Kosovo
- He returns to the EBRD after three years in Ukraine’s government, green finance
- Total EBRD investment in Kosovo nears €600 million to date
The EBRD has appointed Sergiy Maslichenko as Associate Director, Head of Kosovo, effective 20 February 2023.
He will be based in Pristina and run the Bank’s operations in Kosovo, where the EBRD has invested nearly €600 million since it began operations there in 2012.
Mr Maslichenko worked for the EBRD in Kyiv, Ukraine, from 2007 to 2019 in the field of energy efficiency and climate change, managing policy reform and investment projects. In his last two years in the department, he served as a director of the Green for Growth Fund.
In 2019-20, he served as the Deputy Minister of Energy and Environment of Ukraine and subsequently founded two climate finance platforms.
Mr Maslichenko’s return to the EBRD and appointment to Kosovo come at the time when the Bank’s investments there are increasingly focused on green energy and the decarbonisation of the economy. Last year, 80 per cent of the Bank’s total annual investment of €91 million in Kosovo was dedicated to green energy, energy efficiency in buildings, credit lines to small and medium-sized enterprises (SMEs) for energy-efficiency investments, and other low-carbon transition projects.
Around one-third of Kosovo’s total energy consumption is from renewable energy, including hydropower, wind, solar and biomass.

I look forward to working together with the Government of Kosovo, the business community and civil society to support the country’s economic growth, help build a green and resilient economy and strengthen its regional integration and foreign investment.”
The previous EBRD Head of Kosovo, Neil Taylor, who held the position for five years, has taken up a position at EBRD Headquarters in London focusing on organisational transformation.
The current EBRD country strategy for Kosovo, adopted in January 2022, focuses on the development of the private sector, its transition to a green economy, and stronger regional integration and connectivity.
