Project description
The European Bank for Reconstruction and Development (the “EBRD” or the “Bank”) is considering providing a senior loan of up to EUR 14.5 million to Communal Enterprise “Polygon TPV” (the “Borrower” or the “Company”), a municipal landfill operator, wholly owned by the City of Mariupol (the “City”) to finance the (i) construction of a new engineered sanitary landfill in compliance with the EU standards; (ii) remediation of the existing landfill (already closed) at Edinstva Ave., (iii) closure and subsequent remediation of the landfill in Livoberezhny District upon the commissioning of the new engineered landfill, and (iii) construction of a new Material Recovery Facility (“MRF”) for separated waste processing and recycling.
As this Project (landfill and MRF) is a greenfield/major construction Project and the EBRD has categorised the Project as “A” in terms of its 2014 Environmental and Social (E&S) Policy, which means that a comprehensive Environmental and Social Impact Assessment (ESIA) and review of associated documents must be carried out, followed by their public disclosure for a minimum period of 120 days. At the same time the Project will provide significant environmental and social benefits to the City and surrounding communities through the provision of a landfill designed to EU standards, and improvements in the waste management.
