IPAM annually prepares a report describing the cases managed during the year and their outcomes.  It also summarises outreach activities undertaken, key trends and/or systemic issues that can help the Bank learn from case experience. 


Our 2021 Annual Report provides updates on the 15 active cases in our portfolio, our outreach activities and how we are building the capacity of IPAM to deliver our mandate in a responsive and transparent fashion. 

You will also find reflections on how effective has our problem solving function been to date and the importance of in-person engagement and visits to project sites for compliance review. The Independent Project Accountability Mechanism started its operation on 1 July 2020, replacing the Project Complaint Mechanism (PCM).  Following the provisions of the  Project Accountability Policy (2019),  IPAM brings to the EBRD more independent, predictable and transparent processing of environmental and social complaints related to projects funded by the Bank. The 2020 Annual Report provides detailed information on the new model,  the 19 cases managed by IPAM in its first year and the activities undertaken to promote access and transparency.
