Circular Economy Platform for Turkey: Circular Voucher Programme for members of the Turkish Circular Economy Platform
In order to promote the active engagement of industrial companies located in Turkey with waste minimisation practices and more broadly with circular economy, since February 2016 the EBRD runs a Circular Economy (CE) platform (previously referred to as Turkey Materials Marketplace). Through the CE platform companies are part of the largest business network of Turkey focusing on circular economy. As of June 2020, more than 100 companies have become a member of the Platform.
Since 2018, to support Platform members the EBRD runs a dedicated Technical Assistance programme called “Circular Vouchers” targeting selected Platform members. The aim of Circular Vouchers is to support companies in identifying viable circular investments (e.g. technological options available to introduce alternative raw materials in the production process and/or transforming by-products), adopt circular business models and introduce circular elements in their governance model.

The Bank has established a register of qualified Circular Economy experts that can then be engaged for individual assignments delivered to selected Platform members in the form of Circular Vouchers.

Circular Vouchers will have a customised scope for each company, and will fall under one or more of the following categories: (1) assessment of the techno-economic feasibility of circular economy projects; (2) incorporating circular economy principles into companies’ corporate strategy and governance; (3) capacity building within the companies and training of the staff on operationalising circular economy; and (4) support in accessing circular finance.
Budgets for Circular Vouchers Assignments are estimated to be between €10,000 to €40,000 depending on the scope of work. In accordance with the Bank’s Corporate Procurement Policy for assignments with total estimated cost of less than €75,000.00, the EBRD intends to select consultants directly.
Assignments with total estimate cost in excess of EUR 75,000.00, will be subject to a competitive selection, in accordance with Bank’s Corporate Procurement Policy.
How to apply for the register
Registration is now open and interested firms / experts are encouraged to submit their application. If you or your company wish to apply for the register, please submit an application not longer than 10 pages, in English, by e-mail to the following email address: mounseyc@ebrd.com. Consultants are requested to provide the following documents as part of their submission:
- Consultant Information Sheet;
- Consultant profile outlining key areas of expertise and provide relevant CV(s); and
- Confirmation of sector/area of expertise and project references.
The EBRD is seeking consultants who can demonstrate the following:
- At least 15 years of experience in circular economy and resource efficiency projects techno-economic feasibility assessment;
- A master’s degree (or above) in engineering and/or economics/finance;
- In-depth knowledge of circular economy business models, circular technologies, industrial symbiosis;
- Knowledge of international/Turkish relevant circular economy legislation/standards, including the EU Green Deal, the circular economy categorisation, EU and Turkish waste regulation;
- Experience in training/coaching (if the selected Circular Vouchers category is no.3 described above);
- Knowledge of the Turkish language is desirable but not essential.
The EBRD reserves the right to modify or withdraw the registration system described above for any reason and without prior notice. Please note that the EBRD is under no obligation to accept or contract firms/experts following this process. All applicants will be reviewed and the EBRD will contact suitable firms if and when suitable consulting opportunities arise.
Registration for the Circular Economy Voucher Programme for Turkey opened on 19 June 2020. EBRD intends to run the registration system until June 2021.
