Purpose of the Environmental and Social Impact Assessments

The European Bank for Reconstruction and Development (EBRD) is considering providing finance to address the City’ urgent investment needs with respect to (i) the rehabilitation of the existing landfill, (ii) construction of a new engineered sanitary landfill in compliance with the EU standards adjacent to the old one with joint leachate treatment system, (iii) acquisition of new landfill equipment (compactor and bulldozer) to ensure sustainable operation of the new landfill, and (iv) improvements of the solid waste collection and transportation systems financed from the City’s budget.

The phase II of the project is the establishment of a Material Recovery Facility (MRF) with a separate composting facility for pre-sorted organic waste that will reduce the share of MSW going to the landfill by promoting recycling and providing a modern SWM infrastructure with respect to sorting and composting, as well as ensure that a long-term, sustainable SWM strategy is properly implemented.

As this Project (landfill and MBT) is a greenfield/major expansion Project and the EBRD has categorised the Project as “A” in terms of its 2014 Environmental and Social (E&S) Policy, which means that a comprehensive Environmental and Social Impact Assessment (ESIA) and review of associated documents must be carried out, followed by their public disclosure for a minimum period of 120 days. At the same time the Project will provide significant environmental and social benefits to the City and surrounding communities through the provision of a landfill designed to EU standards, and improvements in the waste management.

Due to COVID-19 restrictions for public gatherings the Client has revised the stakeholder engagement activities for the disclosure period and alternative engagement approaches have been identified in an annex to the SEP, which has been disclosed by the Client and the Bank.
