The provision of a € 250 million Ukraine Public Transport Framework II consisting of municipalguaranteed loans to public transport companies in Ukraine to facilitate critical improvements in public transport infrastructure in a number of cities across Ukraine.
The EBRD will be signing loan agreements with respective companies and guarantee and project support agreements with respective cities. Each loan will be guaranteed by the respective municipality. TC funds will be mobilised to support project preparation, implementation and institutional support.
The Ukraine Public Transport Framework II will address critical challenges, including congestion, air pollution, quality of public transport services in urban transport development of the Ukrainian municipalities. The investments will primarily focus on (i) transport renewal (acquisition of new trolleybuses, buses, trams and metro cars as applicable) and (ii) the rehabilitation and/or modernisation of public transport infrastructure including automated fare collection, automatic vehicle location and traffic management systems.
Technical cooperation ("TC") support for each sub-project will help establish a more transparent institutional/business framework for public transport operations.
The Framework and each sub-project within the Framework will promote significant environmental improvements and support the Green transition quality through improving access to clean urban transport and capacity and efficiency of public transport services, imrpoving air quality and reducing pollution both through investments into the renewal of fleet and infrastructure and due to the associated modal shift to clean urban transport. The Framework will also pursue TI objectives related to the well-governed transition quality through the introduction of a Public Service Contract ("PSC") between municipalities and public transport companies. The PSCs will enable service support payments based on a price per vehicle -kilometre or passenger - kilometre and the implementation of an agreed service plan. The adoption and implementation of PSCs will increase the transparency and accountability in the relationship between cities and public transport companies by establishing clear rights and obligations, incentives for greater efficiency and higher quality of services.

The Framework itself is not categorised. Each sub-project will be individually categorised and will be subject to sub-project specific Environmental and Social Due Diligence and Environmental and Social Action Plan. All sub-projects categorised as "A", which are not expected to be significant in number, will be submitted to Board for approval regardless of the size of the loan.
A comprehensive TC package is envisaged to be deployed in support of the Framework and subprojects.
The TC assignments will be deployed taking into account city and public transport company specifics, designed to the specific needs of each client. The following TC assignments are envisaged:
- Pre-signing: Feasibility Studies
- Post-signing: Project Implementation Support; Corporate Development and Stakeholder Participation Programme.
The TC assignments are expected to be funded by the bilateral or multilateral donors or the EBRD Shareholder Special Fund ('SSF').
