Prior to joining the EBRD in January 2015, Oleksandr Pavlyuk - Senior Political Counsellor (for Armenia, Azerbaijan, Belarus, Georgia, Moldova, Poland, and Ukraine) - held senior positions with the Council of Europe as Head of Office in Armenia, and with the Organization for Security and Cooperation in Europe as Head of External Cooperation and Senior Policy and Planning Advisor in the executive office of the Secretary General. In addition to broad diplomatic experience with major European International Organizations, Oleksandr combines extensive expertise in independent political analysis and policy advice, acquired during his work for the EastWest Institute (a New York-based think tank) including as Director of its Kyiv Centre, and when teaching at the University of Kyiv-Mohyla Academy. He also was a Visiting Scholar at the University of Toronto, and Representative in Ukraine of the Canadian Institute of Ukrainian Studies.

An expert on post-communist transition in Eastern Europe and the former Soviet Union and on wider European and Eurasian security, Oleksandr published numerous articles, including in Foreign Affairs, edited two volumes on security and cooperation in Eurasia and the Black Sea region (M.E.Sharpe, 2000 and 2004) and is the author of a monograph (in Ukrainian) on “Ukraine’s Independence and the U.S. Policy (1917-1923)”. He graduated from the Kyiv State University and holds Ph.D. from the Ukrainian Institute of International Relations.
