Oleg Levitin is Deputy Director for Governance and Political Affairs at the European Bank for Reconstruction and Development.

Oleg joined EBRD in 2007 as Senior Political Counsellor for 15 countries of Central and South Eastern Europe. In 2015, he was promoted to the position of the Lead Political Counsellor with responsibility for the overall product and process management of the Political Affairs Team. In 2016, he became Deputy Director of the newly created GPA, which brought together Political Affairs and Governance teams. Besides GPA management functions, he continues to cover directly the countries of Western Balkans and Cyprus and oversees the work of GPA associates and analysts on ten other countries of operations. He also serves as the Bank’s focal point for cooperation with political international intergovernmental organisations.

A career diplomat, prior to joining EBRD Oleg held a range of senior diplomatic postings, both at the headquarters and on the ground. He joined the EBRD from the position of the Head of UN Office in FYR Macedonia. Oleg is a renowned Balkans expert and practitioner, with 30 years of experience focused on this region. He participated in all major high level multilateral negotiations on the Balkans crisis throughout the 1990s, including the Dayton Peace Talks (US, 1995). He holds an MA and a PhD in International Relations.
