Project description

The European Bank for Reconstruction and Development (EBRD) is considering providing finance for the completion of the reconstruction of the Minsk outer ring road (P-80 road section Sloboda - Papernya km 0.00 – km 14.77), Minsk region, Belarus.

The transaction consists of a sovereign loan of up to USD 55 million to the Republic of Belarus (the “Borrower”) to finance the reconstruction and widening of the remaining ca. 15 km long road section of the Minsk outer (second) ring road (the “Project”).  The Project will complete the Minsk outer ring road construction and will provide an improved link between two motorways (M2 Minsk - International Airport “Minsk” and M3 Minsk-Vitebsk) as well as effective interconnection around the capital.

The Project will finance (i) the reconstruction and widening from two to four lanes of the remaining 15km long road section of the Minsk outer ring road - P-80 road Sloboda-Papernya and (ii) the works supervision consultant.  Particular focus will be given to the implementation of road safety measures; the surfacing of the road will be concrete, as is for the full length of the ring road.  Technical cooperation funds will be used for project preparation and will provide institutional strengthening support to the Ministry of Transport.

The Project will support Belarus’ economic development and bring operational efficiency from improved road infrastructure. It will optimise the connectivity with the Minsk international airport and between country’s main industrial centres (such as Great Stone Industrial Park, a JV between Belarus and China) and tourist destinations (such as Raubichy sport complex), as well as will provide a better link between the M2 and M3 motorways and generally better connectivity around the capital.  It will also divert the cargo traffic from the city centre including the inner ring road which is now being merged inside Minsk due to city expansion beyond its borders.
