The EBRD is considering providing a loan of up to USD 2 million to finance critical solid waste investments for the City of Yavan (the "City") and their neighbouring jamoats (third-level administrative divisions): Dahana, H Huseinov and G.Yusufova (the "Municipalities").
The EBRD will also seek an investment grant from international donors of USD 2 million to facilitate implementation of the sub-project which will address urgently needed solid waste infrastructure rehabilitation needs.
The proceeds of the loan and the grant will finance a new sanitary landfill construction and upgrade of collection and transportation system. The project will result in an improved level of solid waste services and environmental improvements in the City and the Municipalities.
The overall objectives of this sub-project are to: (a) rehabilitate the solid waste infrastructure; and (b) improve financial and operational management.
Transition Impact of the sub-project would be:
Improved standards of transparency and governance via the introduction of a Public Service Contract
Development of a tariff methodology and associated tariff amendments and increased collection rates;
Capacity building of the solid waste company through the preparation of a business plan, FOPIP, IFRS, MIS, accounts separation between landfill and waste collection;
Introduction of a formal consultation process with solid waste services users in form of a community based stakeholder participation programme.
- Moreover, the environmental standards of the project will be substantially higher than local standards/practices. The project may also achieve inclusion impact by providing solid waste services to households currently not covered and improving health and living standards via controlled waste collection and landfill operations.

Total Project Cost
The total sub-project cost is USD 5.4 million including technical cooperation. The sub-project will be co-financed by an investment grant from international donor(s).
Environmental and Social Summary
The project is categorised B in accordance with the Bank's 2008 Environmental and Social Policy ("ESP"), following an Initial Environmental and Social Examination ("IESE"). The IESE confirmed that the potential adverse impacts would be localised and readily addressed through careful design, implementation of mitigation measures and appropriate management practices. The environmental and social due diligence ("ESDD") carried out by independent consultants covered a review of the environmental and social management practices and existing facilities, operations of the solid waste
management company, and an Environmental and Social Analysis of the Project.
The ESDD showed that the existing waste management practices and facilities are not in compliance with the relevant EU standards and the EBRD Performance Requirements ("PRs"). The operations on the dumpsite do not meet basic environmental, health and safety standards. Also, health and
safety standards for the workers are low.
The construction of a new landfill will comply with design requirements of the EU Landfill Directive bringing substantial environmental, health and safety benefits through the rehabilitation of waste collection, transportation, and disposal services; increased operational efficiency, and improved environmental and hygiene standards. The landfill will have a liner system for protecting soil, surface water and groundwater from leachate and subsequent contamination. The leachate will be collected and recirculated to the landfill. Landfill gas will be collected and flared once there is sufficient
methane production. Closure of the dumpsite will result in significant benefits for public and worker health and safety, and the environment.
The natural conditions beneath the new landfill site provide a low permeability clay barrier.
Groundwater table is expected in depths below 200m. There are currently no groundwater boreholes within a radius of 10 km from the New Landfill site. This, in conjunction with the proposed construction of an engineered clay barrier and High Density Polyethylene ("HDPE") liner, providing a double lined landfill, should result in a low risk of impact to groundwater and compliance with the EU Landfill Directive.
While the Project involves the construction of a new landfill complying with design requirements of the EU Landfill Directive, further investments would be needed to achieve compliance with EBRD PRs and EU Directives with respect to hazardous and medical waste management as well as waste recovery and recycling. Therefore, on account of limited financial resources and affordability constraints, derogation from the 2008 Environmental ESP is sought. The shortfalls from EU requirements are not considered to pose significant environmental, health or safety risks.
An ESAP has been prepared to address the identified environmental and social issues of the project to structure the Project to meet EBRD Performance Requirements. The ESAP requirements include: undertake a local EIA in line with national legislative requirements to obtain permits for the construction on the New Landfill; develop a comprehensive H&S management system; develop a comprehensive Environmental and Social Management Plan ("ESMP"); disclose and implement the Stakeholder Engagement Plan ("SEP"), inclusive of the grievance mechanism.
The ESAP will need to be agreed with the Client before signing. The Company will provide the Bank with annual environmental and social reports, including updates on ESAP implementation. The Bank will conduct monitoring visits as required, and commission a completion audit.
The following technical co-operation (TC) assignments are envisaged as part of this sub-project:
Feasibility Study. To assist in the fully preparation of the Sub-Project including technical, financial and environmental and social aspects. (EUR 280,000, financed by the Government of the Czech Republic).
Sub-Project Implementation Support. International consultants to assist the sub-project implementation unit with engineering design, procurement, preparation and evaluation of tenders, contract award and administration, financial control, sub-project management and reporting. (EUR 500,000, to be financed in part by the EU Investment Facility for Central Asia and in part by an international donor).
Corporate Development and Stakeholder Participation Programme:
(i) support institutional development in the form of operational improvements and financial improvements to secure sustainability of the water company; and
(ii) implement a Stakeholder Participation Programme. (EUR 350,000, to be financed by an international donor).
