Project Description

The Bank is considering providing a sovereign guaranteed loan of up to EUR 100 million to Iller Bankasi Genel Mudurlugu A.S. ("ILBANK") for on-lending to municipalities and municipal entities most affected by the Syrian refugee crisis (the "sub-project"). The Bank is in the process of mobilising grant funds in support of the facility.

Project Objectives

Sub-loans provided through ILBANK will finance critical infrastructure investments. These sub-loans will benefit from grant-based co-financing as well as technical assistance to support implementation, transition objectives and long term sustainability.

Transition Impact

The sub-project comes under the Municipal Resilience Refugee Response ("MR3") framework, which is part of the EBRD refugee crisis response and focused on helping municipal services to cope with the rapid rise in population. The framework aims to achieve the sustainable funding of municipal services.

Transition impact will derive from:

A. Financial sustainability of infrastructure service

B. Improvements in governance

C. Creation of additional infrastructure capacity

D. Private sector involvement, where feasible

ILBANK is a state-owned lender specialised in municipal financing in Turkey. Sub-loans will be utilised by municipal administrations and companies, including service providers and operators in the water and wastewater, solid waste, urban transport and renewable energy for water facilities sectors.

Environmental and Social Summary

The Framework is not categorised; however, each sub-project under the framework will be categorised and will undergo separate Environmental and Social Due Diligence (ESDD). Due to
limited financial resources and affordability constraints it is anticipated that it will not be possible to structure several of the sub-projects to ensure full compliance with EU environmental standards in respect of drinking water quality, wastewater treatment or solid waste operations, therefore the project required derogation from the Environmental and Social Policy. This Framework will cover sub-projects in the public sector of Turkey. It will facilitate the extension and modernization of the key municipal services in water, wastewater, urban transport and solid waste operations in various cities affected by the influx of refugees in Turkey. The critical issues for the due diligence will be land acquisition, potential associated physical and/or economic displacement and any associated livelihood related impacts, contractor management, labour issues, community and worker health and safety, gender impacts, stakeholder engagement and grievance management with a specific focus on vulnerable groups including refugees, affordability and ensuring adequate environmental monitoring arrangements. The sub-projects will be expected to reduce the health hazards associated with low quality drinking water, poor sanitation and inadequate solid waste management and disposal. It will also enhance energy efficiency, quality, safety and reliability of these key municipal services as well as their overall resilience to climate change.

The second sub-project under the Framework involves an up to #100 mln sovereign guaranteed facility to ILBANK. The facility has been categorised Financial Institutions ("FI") in accordance with the Bank's 2014 Environmental and Social Policy. ILBANK will be required to comply with the EBRD's performance requirements 2, 4 and 9. In doing so, ILBANK will be required to develop procedures to ensure compliance with the applicable national environmental, health, safety and labour standards and regulations, adherence with EBRD's Environmental Exclusion and Referral Lists. EBRD will assist ILBANK in the development of these procedures and will require reporting on their implementation.

Technical Cooperation

TC1: Project Implementation Support to provide comprehensive support for design, tender preparation, procurement, project management, supervision of works, and reporting including
assistance to each company in the implementation of the ESAP. The Project Implementation Support TC's will be based in the beneficiary municipalities.

TC2: Corporate Development Programme Support to municipal entities to develop a set of Key Performance Indicators, enhance commercialisation and identify and elaborate on strategies to further outsource certain activities, as appropriate for the sector.

TC3: Locally based Lender's Programme Monitor based in the Gaziantep resident office to provide comprehensive support for coordination and completion of the whole Syrian Refugee

TC4: Gender Advisory Services Programme, which will include review of service planning and provision of clients with respect to gender and provide recommendations and support for including gender considerations in design and delivery of the services to be undertaken on a needs only basis.

Municipalities will also be supported on the review of HR policies and practices with a view to raising the number of women employed at the companies and improving their career progression.
