Assignment Description: The National Sanitation Agency ONAS (the Client) has received a loan from the European Bank for Reconstruction and Development (the EBRD or the Bank) for the expansion and rehabilitation of the three existing wastewater treatment plants (WWTPs) in Bizerte, Menzel Bourguiba and Mateur (the Project).
ONAS is now seeking a consultant (the Consultant) to prepare the design studies for rehabilitation of the three existing WWTPs in Bizerte, Menzel Bourguiba and Mateur (the Assignment).
The objective of the Assignment is to:
- Design the works and prepare technical specifications for the rehabilitation of the three WWTPs: Bizerte, Menzel Bourguiba and Mateur;
- Prepare an Environmental and Social Action Plan (ESAP) of the three WWTPs that have implication on the design of the WWTPs in Bizerte, Menzel Bourguiba and Mateur.
The selected Consultant is expected to provide the following services:
Phase 1: Project Preparation
During this phase, the Consultant shall carry out the following actions based on the existing preliminary and feasibility studies indicated above:
- The review available and collect missing initial technical data with regard to the components to be implemented under the Project;
- The diagnosis of the equipment and work with regard to each WWTP;
- Suggest and review the required design and technical specifications and complete them in the detail appropriate for the type of contract and sufficient for inclusion in tender documents;
- Prepare technical specifications and bill of quantities in accordance with the “Guidelines for Preparation of Technical Specifications and Bill of Quantities”, for the works portion and “Notes for Preparing the Schedule of Requirements” for the goods portion related to the required design;
- Prepare the 3D conception for each WWTP;
- The simulation of the design for each WWTP;
- Carry out the topographical and geotechnical works for the required design.
Phase 2 : Environmental and Social Action Plan (ESAP)
The Consultant shall prepare and develop the Environmental and Social Action Plan (ESAP) for each WWTP for the monitoring of the social and environmental aspect for each WWTP during both the construction and the operation periods of the three WWTP.
Phase 3 : Support during the preparation of Tender Documents
The Consultant will ensure that the technical specifications are converted into a form suitable for inclusion in the Tender Documents to attract a good response level from the market.
The Consultant shall base the technical solutions on the best industrial practice and innovative technology.
The Consultant will prepare Tender Dossiers for each plant in accordance with the applicable EBRD and European Investment Bank procurement policies and rules.
Status of Selection Process: Interested firms or group of firms are hereby invited to submit expressions of interest in accordance with this Procurement Notice and especially with the Eligibility Criteria described below.
Assignment Start Date and Duration: The Assignment is expected to start in end of June 2017 and has an estimated overall duration of 15 months. It is preferable that the mission starts as soon as the Consultant is selected.
Cost Estimate for the Assignment: EUR 400,000. The Consultant must determine whether any indirect taxes/VAT are chargeable on the proposed services and state the basis for such. If any indirect taxes/VAT are payable, the Client will have to pay indirect taxes/VAT element to the services directly to the Consultant unless otherwise agreed.
Funding Source: European Commission funding the Neighbourhood Investment Facility (NIF) South Mediterranean fund.
Eligibility: There are no eligibility restrictions.
Consultant Profile: The Consultant will be a firm or a group of firms with preferably previous project experience related to:
1) Design studies (project preparation/ Tender documentation) for the rehabilitation or extension of WWTPs with an Hydraulic capacity > = 5 000 m3/d, and
2) Design studies (project preparation/ Tender documentation) for new WWTPs with a capacity > = 5 000 m3/d within the last 10 years
3) Studies of Sanitation projects (Environmental and Social Action Plan or similar) (WWTP or Transfer system or Sea outfall).
The Consultant shall be responsible for mobilisation of qualified engineers, technicians and other professional staff with the proven experience in the design of similar construction works and acquiring of equipment for the projects.
The Consultant’s expert team is expected to include key experts as follows:
- Key expert No 1 : expert in hydraulics
- Key expert No 2 : expert in electromechanical
- Key expert No 3 : Civil Engineer
- Key expert No 4 : expert in water treatment
- Key expert No 5 : Environmental expert
- Key expert No 6 : Biogas expert.
It is anticipated that the Key experts shall have a University Degree (Bac + 4 or equivalent) with specialisation in the field they are suggested for, with preferably 5 years of experience in this specialisation and a good command in English would be an asset.
The Team Leader (Project Leader) could be one of the Key Experts. He must be fluent in French and English, knowledge of Arabic would be an asset.
The Team Leader shall be responsible for mobilisation of qualified engineers, technicians and other professional staff with the proven experience in the design of similar construction works and acquiring of equipment for the projects in comparable climatic and geological conditions.
Submission Requirements: In order to determine the capability and experience of Consultants seeking to be shortlisted, the information submitted should include the following:
1. Consultant Declaration Form and Contact Sheet. The template is available from the following web-link:

2. Organisation and staffing’ profile (max. 2-4 pages).
3. 4. CVs of key experts who could carry out the Assignment detailing qualifications, experience in similar assignments, particularly assignments undertaken in the previous five years, including information on contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided, assignment budget, main activities, objectives.

1. This selection process will be in accordance with the EBRD Procurement Policies and Rules. Following this Invitation for Expression of Interest, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.

Description de la mission: L’ONAS (le Client ) a obtenu un prêt de la Banque Européenne pour la Reconstruction et le Développement (BERD ou la Banque) pour la réalisation réhabilitation des stations d’épuration des villes de Bizerte, Menzel Bourguiba et Mateur (le Projet ).
Le Client cherche maintenant à sélectionner et engager un consultant (le Consultant) pour la réalisation des études d’extension et/ou de réhabilitation des stations d’épuration des villes de Bizerte, Menzel Bourguiba et Mateur (la Mission).
L’objectif principal de la Mission est:
- La Conception des travaux et préparation des spécifications techniques de l’extension et la réhabilitation des trois stations d’épuration des villes de Bizerte, Menzel Bourguiba et Mateur ;
- La mise en place d'un Plan d'Action Environnementale et Sociale des stations d’épuration de Bizerte, Menzel Bourguiba et Mateur.
Pour ce faire, le Consultant devra mener l’étude selon les étapes suivantes:
Phase 1 : Avant Projet
Il s’agit d’établir les points suivants en se basant sur les études préliminaires et de faisabilités sus-indiquées:
- La vérification des résultats et des solutions préconisées par ces études dans le cadre de la dépollution du lac de Bizerte pour chacun des stations d’épuration;
- Le diagnostic des ouvrages et des équipements de chaque station d'épuration;
- La proposition et la validation d'une solution à préconiser dans l’étude d’exécution de chaque station d’épuration;
- Arrêter toutes les options architecturales, techniques, financières et de gestion des ouvrages pour la solution préconisée par le bureau d’étude pour chaque station d’épuration;
- La conception en 3D de la solution retenue pour chaque station d'épuration;
- La simulation du fonctionnement des ouvrages de chaque station d'épuration;
- La réalisation des travaux topographique et géotechnique pour la solution retenue.
Phase 2 : Plan d'Action Environnementale et Sociale (PAES)
Le bureau d’étude élaborera et développera le Plan d'Action Environnementale et Sociale (PAES) pour chaque station d’épuration pour le suivi et le contrôle de l'aspect environnementale et sociale pendant la phase travaux et la phase exploitation des trois stations d'épuration.
Phase 3 : Etablissement du Dossier d’Appel d’Offres (DAO)
Compte tenu des prescriptions techniques du projet, le consultant appréciera le niveau de concurrence attendu.
La procédure de sélection du consultant doit obéir au souci de maximiser la mise en concurrence sans restreindre les possibilités d’accès aux innovations technologiques.
Le consultant élaborera les Dossiers d’Appel d’offres pour chaque station à part en respectant les réglementations des marchés publics et celle de la BERD et la Banque Européenne d’Investissement.
Etape du processus de sélection: Les consultants ou groupement de consultants intéressés sont tenus de soumettre une offre en conformité au présent avis de marché et particulièrement avec les Critères d’Eligibilité décrits ci-dessous.
Date de début de la mission et sa durée: La Mission commencera fin Juin 2017 et devrait durer 15 mois. Il est souhaité que le Consultant commence la Mission dès sa nomination.
Coût estimé des prestations de la mission: Le cout estimé des prestations de cette mission est de EUR 400,000. Le Consultant doit déterminer si une quelconque taxe indirecte / TVA serait due sur les services proposés et indiquer le fondement d'une telle perception. Si des taxes indirectes / TVA sont payables, le Client de la BERD devra directement payer au Consultant ces taxes indirectes / TVA dues sur les services proposés, sauf accord contraire.

Critères d’Eligibilité: La source de financement n’a pas émis de critères d’eligibilité.
Profil du Consultant: Le Consultant sera un bureau d'études/consultant ou un groupement des bureaux d'études/consultants.
Le Consultant ayant de préférence une expérience de projet(s) dans la réalisation d’:
1) étude(s) d’exécution (avant-projet/ DAO) de réhabilitation ou extension de station d’épuration d’eaux usées de capacité hydraulique ≥ 5 000 m3/j, et
2) étude(s) d’exécution (avant-projet/ DAO) de nouvelle station d’épuration d’eaux usées de capacité ≥ 5 000 m3/j dans les dernières 10 années
- 3) étude(s) (PAES ou similaires) de projet d’assainissement (Station d'épuration ou système de transfert, ou émissaire en mer).
Le Consultant devra mettre à la disposition du Client une équipe composée d’au moins:
- Expert clé No 1: Expert hydraulique;
- Expert clé No 2: Expert électromécaniques;
- Expert clé No 3: Ingénieur génie civil;
- Expert clé No 4: Expert en traitement des eaux;
- Expert clé No 5: Expert en environnement;
- Expert clé No 6: Expert en Biogaz.
Tous les experts clés devraient de préférence détenir un diplôme universitaire (bac + 4 ou équivalent) en relation avec la spécialisation pour laquelle ils sont proposés, avoir de préférence 5 ans d’expérience professionnelle dans cette spécialisation et une bonne maitrise de l’anglais serait un atout.
Le chef d'équipe (chef de projet) peut être un parmi les experts proposés. Il est essentiel que le Chef d’équipe soit bilingue en français et anglais, la connaissance de l’arabe serait un atout.
Le chef d'équipe est responsable de la mobilisation d’ingénieurs, techniciens et autres professionnels qualifiés avec une expérience reconnue dans la conception et l'étude de projets similaires dans des conditions climatiques et géographiques similaires et comparables.
