Project description

The Roads Reconstruction and Upgrading Project was originally approved by EBRD’s Board in 2011 and provided a loan to the Republic of Azerbaijan for upgrading of sections of roads by the Azeri Roads Service (now renamed Azeravtoyol). Disbursement of the funds is allocated in tranches, with separate due diligence and Board approval for each tranche. Tranche I was approved in November 2011 and is being implemented. Tranche IIA was approved in November 2013 but not disbursed. Both of these tranches involved resurfacing and upgrading of existing two lane corridors in largely rural areas.

This proposed tranche will reallocate the funds from Tranche IIA and add the unused portion of the loan to finance the upgrading of a road section in northwest Azerbaijan. This new tranche of the loan has been categorised A and the EBRD Board date is 30 November 2016.

The total length of these roads is around 130 km and the Project involves upgrading an existing two lane single carriageway road to a dual two lane carriageway standard.  This upgrading will be achieved, partly by building a new carriageway alongside the existing carriageway in sections where there is no or little road-side development.  In sections where the existing road goes through villages and other areas where there is residential and/or business development on both sides of the existing road, the design provides for new 4 lane bypasses, to skirt around this development.  Out of the total length of around 130 km, the parallel widening will be carried out in 8 sections having a total length of around 59 km.  Six bypass sections will have a total length of around 71.5 km.
